Immigration: Indonesia Is Not a Safe Haven for People Who Do Not Add Value
JAKARTA, KOMPAS.com - Director General of Immigration Hendarsam Marantoko emphasised that Indonesia is not a safe haven for foreign nationals who do not provide benefits and who break the law.
He made the remark in response to questions about the Directorate General of Immigration’s monitoring of foreigners to prevent criminal acts in Indonesia, and also referenced the arrest of 320 foreigners in the Hayam Wuruk area, West Jakarta.
‘So, this is to show that firstly, the state is firm, that our country is not a safe haven for people who do not provide benefits and even harm our nation,’ Hendarsam said, as quoted from Kompas TV YouTube, Thursday (21 May 2026).
Following this message after the arrests, foreigners who target Indonesia as a destination will look for other destinations.
Hendarsam noted that the Golden Visa programme was introduced in 2024 to open a route for global talent, the diaspora, and foreign investors who wish to contribute to Indonesia.
He stated that the number of Golden Visa recipients has now surpassed the government’s initial target. While initially targeted at around 1,000 people, the figure has risen to more than 1,200 recipients.
Hendarsam said that the presence of investors and global talent can help build a positive image of Indonesia in the eyes of the world. ‘These people will be our ambassadors because of the good impression that Indonesia is friendly towards those who have value for Indonesia,’ he said.
He revealed that the Golden Visa programme has had an impact on Indonesia’s economy with realised investments reaching Rp 52.1 trillion. In addition to investment, he said the programme has also increased non-tax state revenue (PNBP) by around Rp 19 billion.
Under this scheme, foreigners can obtain a Golden Visa by meeting a number of requirements, such as investing a certain value, purchasing Indonesian government bonds, buying shares of a public company, placing a deposit, purchasing property, or via a government invitation.
Golden Visa holders also receive several conveniences, including long-term residence permits and easier entry and exit from Indonesia without needing to obtain a Limited Stay Permit (ITAS) at the immigration office.
