JAKARTA: The International Labor Organization (ILO) said on Monday a study it conducted found that 4 percent of all drug users in the country were below the age of 17.
ILO spokeswoman Gita Lingga also said that two out of 10 of these young drug users also were involved in selling narcotics.
"They generally start selling drugs when they are between the ages of 13 and 15," she was quoted by Antara as saying.
The average drug transaction for these young dealers is worth about Rp 300,000 (US$34), she said. -Antara

Govt to turn to Supreme Court
JAKARTA: If the Jakarta High Court fails to resolve the legal dispute between two factions of the National Awakening Party (PKB), the government will ask the Supreme Court to settle the matter.
Minister of Justice and Human Rights Yusril Ihza Mahendra said on Monday the government would enforce whatever decision was made by the Supreme Court.
"We will abide by the Supreme Court's decision, while the verification process will go on," Yusril said before attending a Cabinet meeting.
Conflicting court rulings have failed to resolve the legal dispute between two factions of the PKB led by Alwi Shihab and Matori Abdul Djalil.
The Central Jakarta District Court recently issued a verdict in favor of the PKB under the leadership of Matori, who is also the defense minister in President Megawati Soekarnoputri's Cabinet.
Earlier, however, the courts issued a ruling endorsing the dismissal of Matori from the PKB leadership for backing the extraordinary meeting of the People's Consultative Assembly that ousted former president Abdurrahman Wahid in 2001.
Abdurrahman is one of the founders of the PKB. --JP

'Hoodlums' in charge of regencies
DENPASAR, Bali: State Minister for Administrative Reforms Feisal Tamin said on Monday many local leaders lacked leadership experience and had less education than most of their constituents.
He said that in one regency 65 percent of the legislators only had elementary school education, while the majority of their their constituents were university graduates.
He said this situation made it look like hoodlums were running regencies. --Antara

Minister to withdraw 'lottery' license
JAKARTA: Minister of Social Affairs Bachtiar Chamsyah promised on Monday to withdraw a license given to a company to run a "lottery-style" life insurance program that offers prizes to customers.
"If it can be proven that the insurance is a lottery in the guise of life insurance, the ministry will be ready to withdraw the license for the insurance company," the minister said.
He said the ministry granted the license to PT Provisi last month after receiving a recommendation from the Jakarta Social Affairs Agency.
Under the company's insurance program, apart from compensation from the company, policyholders also have the chance to win a variety of prizes if the numbers on their premium cards match numbers announced on TV.
The insurance program is scheduled to kick off this August. -- Antara
