Illegal Parking Attendants in Malioboro Charge Double Tariffs During Shift Changes

Complaints about visitors to Yogyakarta’s Malioboro area encountering unlicensed parking attendants (jukir) have resurfaced on social media. On this occasion, illegal parking attendants charged visitors double parking fees when staff shifts changed.

The incident was reported through an Instagram post by @merapi_uncover, in which a visitor complained about paying parking fees twice.

According to the social media account: “This evening tourists complain about ‘extortion’ during shift changes in Malioboro, with damaged helmets but still asked to pay double. YOGYAKARTA—Yogyakarta’s image as a friendly tourism city has again been tarnished by rogue parking attendants. A social media user reported an unpleasant experience whilst parking their vehicle in the Malioboro area, specifically at a motorcycle parking spot near Hamzah Batik.”

Through an anonymous account, the visitor described feeling extorted using a “shift change” scheme. Additionally, the parking attendant’s response was deemed unpleasant when the visitor discovered their helmet had fallen and broken.

The visitor’s complaints included:

• Charged Twice: Upon arrival, the visitor had already paid a parking fee of Rp3,000. However, upon departure, they were asked for an additional Rp2,000 by a different attendant citing a staff shift change.

• Poor Facility Maintenance: Besides the double charge, the visitor found their helmet had fallen and broken. This demonstrated a lack of supervision and responsibility from the parking attendants.

• Attendant’s Response: Rather than apologising for the damage to the visitor’s property, the rogue attendant insisted on collecting the additional payment.

Imanudin Aziz, Head of the Parking Division at Yogyakarta City’s Transportation Department (Dishub), stated that the matter had been followed up. He confirmed that the parking location was unauthorised.

“Looking at the location, it is an unlicensed parking spot,” Aziz said when contacted.

Aziz confirmed that the practice constitutes illegal parking. He stated that his department had communicated with the Yogyakarta Regional Police’s Criminal Investigation Unit as a follow-up to the findings.

“The location is south of Hamzah Batik where the clock tower is. It is indeed illegal parking, and we have already forwarded this to the Criminal Investigation Unit (Polresta Jogja) and it will be followed up,” he explained.

Illegal parking remains a persistent issue for Yogyakarta City Government. Prior to this case, there were also complaints about unauthorized “nuthuk” parking on Margo Utomo Street, Yogyakarta, located near Malioboro, on 21 July 2025, where a motorcyclist was charged Rp15,000, with Rp5,000 designated for village funds. Additionally, a Toyota HiAce driver was charged Rp50,000 for unauthorized parking on 28 July 2025 at the southern gate of the DIY Governor’s Office, receiving only a handwritten paper receipt. Following these complaints, police and Yogyakarta City’s Transportation Department conducted field inspections.
