ICW Urges KPK to Scrutinise 1,179 Polri’s SPPG Units

Jakarta, VIVA – Indonesia Corruption Watch has called on the Corruption Eradication Commission (KPK) to oversee the 1,179 Nutritional Service Units (SPPG) owned by the Indonesian National Police (Polri).

Yassar Aulia, a staff member of the Advocacy Division at Indonesia Corruption Watch (ICW), explained that the request was specifically addressed to Aminudin, Deputy for Prevention and Monitoring at the Corruption Eradication Commission (KPK).

“We submitted a letter requesting the Deputy to give more attention to the management mechanism of the SPPG units currently owned by Polri,” Yassar said at the KPK’s Merah Putih Building in Jakarta on Tuesday.

According to him, the KPK is authorised to follow up on ICW’s request in accordance with Articles 6 and 7 of Law Number 19 of 2019 concerning the Second Amendment to Law Number 30 of 2002 concerning the Corruption Eradication Commission, as well as Articles 45 and 49 of KPK Regulation Number 7 of 2020 concerning the Organisation and Working Procedures of the KPK.

“So, if we look at the KPK Law and its implementing regulations, the eradication of corruption is mandated to the KPK, not only in the context of enforcement, but also prevention, and that is the authority held by the Deputy for Prevention and Monitoring,” he said.

Yassar explained that ICW is asking the KPK to oversee the thousands of Polri’s SPPG units because there are concerns about potential inequalities in their management through the Kemala Bhayangkari Foundation.

“If we look at the technical guidelines from the BGN (National Nutrition Agency), which were released last December, it provides a number of privileges to the police in managing the SPPG units. One of them is that they are not limited in managing the SPPG units,” he said.

He continued, “So, generally, each foundation is limited to 10 SPPG units, but the police are not limited at all. So, this has the potential to create inequalities in the management of this project.”

In addition, Yassar said that the KPK needs to oversee Polri’s SPPG units because of the daily incentives provided free of charge to each SPPG unit, amounting to Rp6 million per day for six days, which applies for a period of two years from the start of operations.

He said that if we refer to the operational year in 2026, there will be 313 operational days. Thus, the estimated revenue for each SPPG unit reaches around Rp2.2 trillion per year of operation.
