Hutama Karya-BKPM Sign Memorandum of Understanding to Support Toll Road Integration
As a display of synergy, PT Hutama Karya (Persero) together with the Ministry of Investment and Hilirisasi/BKPM, the Ministry of Public Works, the South Sumatra Provincial Government, PT Danantara Asset Management, PT Bukit Asam (Persero) Tbk, and PT Pelabuhan Indonesia (Persero) held a Memorandum of Understanding regarding the Plan for Cooperation on the Integration of Toll Road Development towards the New Palembang Port at Tanjung Carat, Banyuasin Regency, South Sumatra Province.
The signing was held at Barli Halim Building, the Ministry of Investment and Hilirisasi/BKPM, Jakarta, on Wednesday, 13 May 2026.
The signing was performed by the Director General of Bina Marga represented by the acting Director of Toll Roads, Prabandityo Triwibowo; Deputy for Investment Planning, Ministry of Investment and Hilirisasi/BKPM Ichsan Zulkarnaen; Secretary of the South Sumatra Provincial Government, Edward Candra; Director of Operations I, Hutama Karya, Gunadi; Director of Hilirisasi and Product Diversification, PT Bukit Asam Tbk (PTBA), Turino Yulianto; and Director of Business Development, PT Pelabuhan Indonesia (Persero), Prasetyo. Attended by the Deputy Minister of Investment and Hilirisasi/Deputy Head of BKPM, Todotua Pasaribu; Managing Director, Business 3, PT Danantara Asset Management, Febriany Eddy; and the President Director of Hutama Karya, Koentjoro.
The cross-institutional presence underscored a shared commitment to strengthening logistics connectivity, supporting hilirisasi, and accelerating development of the Palembang New Port area at Tanjung Carat.
Under the Memorandum of Understanding, the parties will perform their roles within their mandate, ranging from policy support, investment facilitation, spatial planning synchronization, toll road concession studies, provision of coal transport demand potential, to the development of port infrastructure.
Deputy Minister of Investment and Hilirisasi/Deputy Head of BKPM, Todotua Pasaribu, said that strengthening connectivity is a key prerequisite for promoting the national investment strategy, particularly hilirisasi which requires a supporting ecosystem from upstream to downstream.
According to him, hilirisasi not only requires resource availability but also logistics support, energy supply, and infrastructure capable of maintaining cost efficiency and sustainability of industrial activities.
According to him, the signing of the Memorandum of Understanding is part of the refinement of the grand plan to develop Palembang New Port at Tanjung Carat as an international port and a hub for hilirisasi in South Sumatra. The region and its surrounding provinces have abundant natural resources, ranging from energy, oil and gas to plantation commodities such as rubber and coffee. The toll road integration towards Tanjung Carat is expected to bring closer access to these resources, strengthen connections with the backbone of the Trans-Sumatra Toll Road (JTTS), and complement existing logistics modes, including river, rail, and port. With the consolidation of state-owned enterprises through Danantara alongside Hutama Karya, Pelindo, Bukit Asam, and other stakeholders, we hope this plan can be executed soon and deliver broader economic benefits,” he said.
Secretary of the South Sumatra Provincial Government, Edward Candra, said that the toll road integration plan is a continuation of a long process initiated across several administrations of the South Sumatra Governor. He assessed that cross-institutional support is a critical factor to ensure the plan can proceed in line with regional development needs.
“The port remains part of the National Strategic Project; its land has been prepared, and the development framework has also been discussed. The South Sumatra Provincial Government fully supports this strategic cooperation, including facilitating needs and resolving on-the-ground obstacles. We also hope that support for designation and strengthening the toll road connectivity towards Tanjung Carat will continue to be advanced, as its economic benefits will be widely felt by the public and the business sector,” Edward said.
Koentjoro, President Director of Hutama Karya, said that the exploratory process for toll road integration cooperation through comprehensive studies is supported. The construction of access is seen as essential to ensure the JTTS connectivity can be linked more optimally with strategic logistics hubs, so toll road benefits extend beyond passenger mobility to the movement of goods and productive economic activity.
“As a developer and operator of the JTTS, Hutama Karya regards this plan as part of efforts to strengthen the toll road’s function as a connector between strategic areas. Through the signing of the Memorandum of Understanding, we expect inter-party synergy to operate optimally so that connectivity towards Palembang New Port at Tanjung Carat can deliver broader benefits to the community, business sector, and the economy of South Sumatra,” Koentjoro concluded.
