A birth certificate is a vital civil registration document, serving as official state evidence of a birth and a key component of an individual’s legal identity.

Not only is it necessary for newborns, but birth certificates are also important for elderly citizens. For seniors who do not yet possess a birth certificate, the process for obtaining one remains available.

So, how can the elderly process a birth certificate and what are the requirements? The following guide is provided by the Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs (Kemendagri).

Required Documents

The regulations for processing birth certificates essentially apply to all residents, including the elderly who lack the document.

“The requirements are the same, whether for a newborn baby or an elderly person newly applying for a birth certificate,” stated Armansyah, Deputy Chairman of the Technical Team for Facilitating Birth and Death Registration at the Directorate General of Dukcapil, Kemendagri, on Monday (14/09/2026).

To process a birth certificate, residents can visit the Dukcapil Office corresponding to their domicile, bringing several supporting documents. These include the parents’ marriage book or marriage certificate, a birth certificate/statement, and the Family Card (KK) or Electronic Identity Card (KTP-el).

However, for elderly citizens, some of these documents may no longer be available. For instance, parents may have passed away, marriage books may have been lost, or birth statements may be unavailable.

In such circumstances, certain documents can be replaced with a Statement of Absolute Responsibility (SPTJM) in accordance with applicable regulations. Thus, obstacles regarding the completeness of old documents can still be processed through the administrative mechanisms provided by Dukpenduk.

Where to Process the Application?

Birth certificate processing can be conducted based on the resident’s domicile address. This means citizens do not need to process the document in their place of birth.

“Where can birth certificates be processed? It can be handled according to the domicile address. Domicile refers to the address listed on the KTP-el or Family Card,” said Armansyah.

Under these provisions, elderly individuals born in other regions can still apply for birth registration in their current place of residence. Citizens simply need to follow the administrative requirements set by the local Dukcapil office.

Do Not Ignore Birth Registration

Armansyah emphasised that the issue of missing old documents should not prevent citizens from pursuing birth registration. The public still has the opportunity to ensure their birth events are officially recorded in the civil administration.

For elderly individuals who do not yet have a birth certificate, the application can be made by following the Dukcapil regulations according to their domicile. The lack of certain unavailable documents can be addressed through the applicable administrative mechanisms.
