Jakarta (ANTARA) - Deputy Chair of Commission X of the Indonesian House of Representatives, Himmatul Aliyah, has appreciated the steps taken by the Ministry of Basic and Secondary Education (Kemendikdasmen) to realise inclusive education in Indonesia through the Inclusive Education Training Programme.

At the launch of the programme at SMPN 16 Jakarta on Monday, Himmatul emphasised that this initiative represents a strategic effort by the government to address the challenges in fulfilling the basic rights of all the nation’s children.

“Education must reach everyone, as it is the right of all Indonesian children,” she stated firmly.

Himmatul also reminded that the challenges in implementing inclusive education do not end with providing teaching staff, but also include the availability of supporting facilities and infrastructure.

Another crucial challenge is the still limited understanding among the public and the school ecosystem regarding inclusive education. Himmatul highlighted the importance of massive socialisation to prevent bullying of students with special needs due to a lack of understanding from those around them.

“This needs to be socialised so that they become accustomed to differences, that the right to education is the right of all Indonesian children,” she said.

As a form of legislative support, Himmatul revealed that Commission X of the House of Representatives is currently finalising revisions to the National Education System Law (Sisdiknas) to provide a legal framework that seeks solutions to all educational obstacles.

It is known that the Directorate General of Teachers, Education Personnel, and Teacher Education (Ditjen GTKPG) of Kemendikdasmen is strengthening inclusive education in Indonesia by training thousands of special needs children’s teachers in 25 provinces across Indonesia.

The 2026 Inclusive Education Training Programme currently has a quota for 1,500 teachers, of which the current fill rate is only 60 percent.

In the future, this programme will continue to run, with a target ratio of special companion teachers at 1:15, or one teacher to 15 students in all inclusive schools in Indonesia.
