JAKARTA, KOMPAS.com - House Commission X of the Indonesian Parliament will summon the Minister of Basic and Secondary Education (Mendikdasmen) Abdul Mu’ti to discuss the issue of eliminating honorary teachers starting 1 January 2027.

Deputy Chairman of House Commission X, Lalu Hadrian Irfani, plans to hold a meeting with the Minister of Basic and Secondary Education on Tuesday (19/5/2026).

“Insyaallah on 19 May we will invite him for a working meeting (raker). One of the topics will be non-ASN teachers (honorary),” said Lalu Hadrian to reporters on Sunday (9/5/2026).

It is known that the central government officially plans to eliminate the status of honorary teachers in public schools starting in 2027.

This policy refers to Ministry of Education Regulation Number 10 of 2026 and Circular Letter of the Minister of Basic and Secondary Education Number 7 of 2026.

In the regulation, educators in public schools will only be recognised in three categories: Civil Servants (ASN), Government Employees with Work Agreements (PPPK), and part-time schemes.

The Minister of Basic and Secondary Education Abdul Mu’ti stated that this is the implementation of Law Number 20 of 2023 on ASN, which eliminates the status of honorary workers in government agencies.

“The ASN Law states that the term honorary will no longer exist, no more,” said Mu’ti, quoted from Tribunnews, on Wednesday (6/5/2026).

“So this is actually a consequence of implementing the ASN Law, which should have applied fully in 2024, but due to various considerations, it will be effectively implemented starting in 2027,” he explained.

Mu’ti stated that all teachers will be endeavoured to receive certification from the government.

Those who do not pass certification will receive status as Part-Time Government Employees with Work Agreements (PPPK).

Regarding the remuneration of part-time PPPK teachers, it will be handed over to Local Governments (Pemda).

However, the central government is open if there are local governments facing financial difficulties in providing salaries, and solutions will be sought together.

This General Secretary of Muhammadiyah also reminded that technical matters regarding ASN civil service status comprehensively fall under the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan RB).

“I believe it would be clearer and cleaner if the explanation is given by the Minister of PAN RB. Because it concerns the implementation of the ASN Law and also the authority of the Minister of PAN regarding civil service, whether it is PNS or P3K,” Mu’ti clarified.
