House Commission I Reveals Discussion on TNI Assets Working Committee, Touches on Land Disputes
Chairman of House Commission I, Utut Adianto, has revealed discussions from the TNI Assets Working Committee (Panja). He touched upon the existence of land that frequently sparks debates between the TNI and local communities in the field.
The TNI Assets Panja was held in closed session today with experts or academics. He stated that the Panja was formed to ensure that TNI assets are properly organised.
“If it’s the Land Assets Panja, it’s been around for a long time. Very long. As for the substance of the Assets Panja, it’s to organise TNI assets. The critical part is when there are civilian settlements there,” said Utut at the parliamentary complex in Senayan, Central Jakarta, on Monday (6/4/2026).
Utut said that House Commission I will form a cluster regarding the development of land between the TNI and civilians.
“In districts, civilians often cultivate the land as well. We’re organising this; we’ll create a cluster. Which ones have final decisions as TNI property, which ones have final decisions as people’s land,” he stated.
He mentioned that House Commission I has invited several parties to discuss the TNI assets. Commission I is also involving Commission XI to bring in the Director General of Budgets and the Director General of State Goods to discuss the substance of TNI assets.
“We’ve already invited resource persons who are land experts today, one from UGM, one from Unpad. Tomorrow, the governors. And finally, every decision certainly relates to and has direct consequences for the budget,” said Utut.
“We’ve also asked Commission XI for help to bring in the Director General of Budgets and the Director General of State Goods. That’s the main point now,” he added.
He hopes for a fair solution in the discussion of TNI assets. He noted that the position of the TNI Assets Panja is as a recommendation, not a legislative product.
“Hopefully, we can find the wisdom for a win-win solution. Secondly, sociologically, the people are also happy. Because whenever there’s a clash, the TNI is always blamed, feeling oppressed. This kind of thing needs to be clear,” said Utut.
“What is the power of the Panja? The Panja isn’t a law like that, but the Panja’s decision will be a recommendation. Hopefully, it can be implemented. A recommendation that can’t be implemented means we didn’t give the right recommendation,” he added.
