Home Affairs Minister (Mendagri) Muhammad Tito Karnavian stated that the construction of self-assisted housing requires active participation from residents in the building process, differing from commercial housing. In this regard, the Self-Assisted Housing Stimulus Assistance (BSPS) Programme heavily relies on the spirit of togetherness and community cooperation (gotong royong) from society.

This was conveyed by Tito during the review of the BSPS Programme implementation alongside the Minister of Housing and Settlement Areas (PKP) Maruarar Sirait in Nagasaribu IV Village, Lintong Nihuta Subdistrict, Humbang Hasundutan Regency (Humbahas), North Sumatra (Sumut), on Thursday (26/3).

“This unity must truly be upheld, including in the context of building houses. Because building self-assisted houses requires gotong royong,” said the Home Affairs Minister.

This year, the number of BSPS Programme recipients in North Sumatra has increased significantly. The total number of houses to be repaired reaches 19,668 units, with 1,982 units realised in 2025. This figure is part of the national BSPS target for 2026, which reaches 400,000 house units.

Of the 33 regencies/cities receiving the BSPS Programme in North Sumatra, Humbang Hasundutan Regency receives an allocation of 457 house units.

“There are indeed two from the Home Affairs Ministry supporting the housing programme from PKP, the programme … to help people who do not yet have houses or already have houses but they are not yet decent,” added Tito.

Furthermore, the provision of decent housing, which is closely related to poverty alleviation efforts, is one of the performance assessment indicators for regional heads by the Ministry of Home Affairs (Kemendagri). Therefore, support from local governments in implementing this programme is very important.

For this reason, he appreciated the local government and community for accelerating post-disaster recovery. Tito assessed that the condition of the area is now almost fully recovered, both in terms of public infrastructure and worship facilities.

“I am impressed with Humbang Hasundutan. The unity of the Regent, the Forkopimda, and the entire community is extraordinary. Roads that were previously blocked by landslides were opened in just four days,” concluded the Home Affairs Minister.

The review aims to ensure the readiness and accuracy of the target for the BSPS Programme in the 2026 Fiscal Year, which targets improvements in the quality of people’s housing, especially for residents still occupying uninhabitable houses (RTLH).

The government itself has provided various facilities for low-income communities (MBR) related to house construction. These facilities include exemptions from building permit fees (PBG), Acquisition Duty on Land and Buildings (BPHTB), and Value Added Tax (PPN), which embody cross-ministerial synergy in supporting the acceleration of the national housing programme.
