Home Affairs Minister Proposes Additional Rp 6.2 T for Sumatra Disaster and Election Bill
Home Affairs Minister Tito Karnavian has proposed a supplementary budget for 2027 amounting to Rp 6.27 trillion. Tito stated the additional allocation would be used for the rehabilitation and reconstruction following disasters in Sumatra, among other strategic programmes.
The matter was conveyed during a working meeting with House of Representatives’ Commission II at the parliament complex in Senayan, Jakarta, on Thursday. Tito noted the current indicative budget ceiling for 2027 stands at Rp 4.65 trillion.
“The indicative ceiling for 2027 is concluded at Rp 4.65 trillion from Bappenas and the Ministry of Finance. From this figure, and considering the needs of programme activities to be carried out by the Home Affairs Ministry, additional support of Rp 6.27 trillion is required,” Tito said.
“Therefore, we respectfully request approval to propose a total budget ceiling for the Home Affairs Ministry for 2027 of Rp 10.93 trillion. That includes the DKPP,” he continued.
Tito explained the additional budget would support various national priority programmes. One such item is support for post-disaster rehabilitation and reconstruction in Sumatra, worth Rp 403 billion.
“Non-operational expenditure with an additional proposal of Rp 5.01 trillion is allocated, among other things, for 23 national priority work programmes to support national programmes amounting to Rp 810 billion. This includes Rp 403 billion for post-disaster rehabilitation and reconstruction in Sumatra, where we act as the Task Force,” he explained.
He stated the rehabilitation and reconstruction for the Sumatra disaster would span three years. Consequently, the budget for rehabilitation and reconstruction is entrusted to the Home Affairs Ministry.
“We are proposing a budget of Rp 403 billion for next year also for the acceleration of Sumatra disaster recovery, as the disaster recovery acceleration is planned to last three years: 2026, 2027, and 2028. This is to support the task force, but the funds are entrusted to the Home Affairs Ministry,” he said.
Furthermore, the budget proposal includes support for the establishment of 80,000 Merah Putih Village/Sub-district Cooperatives, amounting to Rp 28.4 billion. Tito said the additional proposal would also be used to strengthen political, legal, and bureaucratic reform.
“Strengthening political, legal, and bureaucratic reform amounts to Rp 417 billion. This includes preparations for revising laws, such as those on political parties, general elections, and regional elections,” he stated.
Tito further noted the additional budget proposal was intended to conduct award ceremonies for high-achieving regions, amounting to Rp 1 trillion. He mentioned that the budget for such activities had previously been reduced due to reallocation by the Ministry of Finance.
“Therefore, next year, to strengthen the reward and punishment system and the competitive climate among regions, we continue to propose a budget of Rp 1 trillion for regional fiscal incentives,” Tito said.
The Home Affairs Ministry is also proposing the utilisation of non-tax state revenue from the civil registry data services of the Directorate General of Population and Civil Registration, amounting to Rp 651 billion. He said the funds would be used to strengthen public services.
“We suggest that the Home Affairs Ministry be allowed to use as much as Rp 651 billion, which will be used to strengthen public services, especially Dukcapil, particularly as the government is set to launch e-government with Dukcapil data as its main platform,” he concluded.
