JAKARTA - The Minister of Home Affairs (Mendagri) Tito Karnavian has issued a Circular (SE) regulating the implementation of work from home (WFH) for civil servants (ASN) within local governments (pemda).

“We have signed Circular Number 800.1.5/3349/SJ on the Transformation of ASN Work Culture in Local Governments, dated 31 March 2026, today,” said Tito during a virtual press conference on Tuesday (31/3/2026).

According to the circular, the policy takes effect from Wednesday, 1 April 2026. The WFH policy is set for every Friday.

“This policy takes effect on 1 April 2026 and will be evaluated periodically every two months,” states one point in the circular.

The circular outlines the purposes of WFH, including transforming the ASN work culture to be more effective and efficient, accelerating digital local government services, improving resource efficiency, reducing pollution from decreased mobility, and encouraging ASN to adopt a healthy lifestyle.

Local government heads are also asked to regulate WFH and work from office (WFO) schedules according to the composition and proportion of ASN.

Furthermore, Tito urged local government heads to promote the strengthening of digital services.

“For regions without digital service infrastructure, the implementation of tasks can be adjusted according to local conditions and capabilities,” it states.

The same circular stipulates that during WFH implementation, every ASN must work from their home or place of residence as their domicile.

The regulation also exempts several officials and local government work units from the Friday WFH policy.

At the provincial level, high-level leadership positions at madya and pratama levels are not permitted to WFH. They must remain in the office.

At the district/city level, high-level pratama leadership positions, administrators (eschelon III), camats, lurahs, and village heads are not permitted to WFH.

Meanwhile, public service sector units are also exempted from the Friday WFH policy.
