Home Affairs Minister Encourages Regional Leaders to Utilise the 'Three Million Homes' Programme to Improve Citizens' Welfare

Kompas.com - Home Affairs Minister Muhammad Tito Karnavian has reaffirmed his commitment to supporting the realisation of the ‘Three Million Homes’ programme. According to him, this initiative by President Prabowo Subianto is highly strategic in helping to improve the welfare of the people.

Therefore, Tito invited regional leaders to seize the opportunity by utilising the programme to help the community.

“This actually helps regional leaders as well. Because one of the tasks of regional leaders is to improve the dignity of the people in their respective regions,” he said in a press release received by Kompas.com, Wednesday (25/2/2026).

The statement was delivered by Tito at the Coordination Meeting for the Acceleration of Housing and Settlement Development in the Main Meeting Room, Ministry of Home Affairs (Kemendagri), Jakarta, Wednesday.

Tito affirmed that the Ministry of Home Affairs is committed to continuing to support the implementation of the programme, including through policies to waive building permit fees (PBG) and land and building acquisition taxes (BPHTB) for low-income people.

“So that the price of these houses is affordable for low-income people. Developers can sell them at a lower price by waiving PBG and BPHTB. However, PBG and BPHTB must be regulated by a Regional Regulation (Perkada). We have checked, and the Regional Regulations are all in order,” he explained.

Tito said that the ‘Three Million Homes’ programme needs to be maximised by local governments so that more people can benefit from it.

“If the region has a One-Stop Integrated Service (MPP), it will help because PBG and BPHTB have outlets, and the process can be completed quickly. In fact, some can be completed in one day or just a few minutes,” said Tito.

He believes that regions that have not optimised the MPP have the potential to hinder the realisation of the ‘Three Million Homes’ programme. This is because people who want to access the programme have to go through a long licensing process, making its implementation less effective.

For this reason, Tito asked regional leaders to work together to support the programme in order to address housing problems in their respective regions.

For information, the coordination meeting was also attended by the Minister of Housing and Settlement (PKP) Maruarar Sirait and his staff, Head of the Central Bureau of Statistics (BPS) Amalia Adininggar Widyasanti and her staff, Commissioner of the People’s Housing Savings Management Agency (BP Tapera) Heru Pudyo Nugroho, and other related parties.

Also present were the Governors of North Sumatra (Sumut) Muhammad Bobby Afif Nasution, Riau Islands Ansar Ahmad, Central Java (Jateng) Ahmad Luthfi, East Java (Jatim) Khofifah Indar Parawansa, East Nusa Tenggara (NTT) Emanuel Melkiades Laka Lena, Papua Mathius D Fakhiri, and Vice Governor of Aceh Fadhlullah.
