Himbara and Private Banks Lavishly Support Government Programmes
The Financial Services Authority (OJK) is revising the OJK Regulation (POJK) on banks’ business plans (RBB). This RBB aims to ensure that banks have directed and sustainable planning, particularly in channelling credit to government programmes.
Banks are still given leeway in strategy according to each company’s risk profile.
As previously reported, OJK is encouraging the banking sector to channel credit to government priority programmes through the revision of Regulation Number 5/POJK.03/2016 on RBB.
Data from annual reports and sustainability reports of banks show that Indonesian banks, both state-owned and private, have already demonstrated increasingly strong synergy between the banking sector and the government’s strategic agenda.
Referring to the 2025 annual report and sustainability report documents, major banking institutions in Indonesia have aligned their business direction, credit channelling, and social responsibility programmes to support the realisation of these programmes.
The involvement of the banking sector is a vital instrument in providing liquidity, facilitating large-scale digital transactions, and accelerating the distribution of aid to the grassroots level.
From trillions of rupiah in financing for food security and energy transition, to special funding allocations for stunting prevention and the Free Nutritious Meals programme, the national banking industry has shown a solid posture.

PT Bank Negara Indonesia (Persero) Tbk (BNI)
PT Bank Negara Indonesia (Persero) Tbk (BNI) has placed strategic focus on strengthening the fundamentals of the real sector through comprehensive financing.
In terms of food sovereignty, BNI realised People’s Business Credit disbursement of Rp14.3 trillion specifically allocated for food security, supported by a corporate credit portfolio in the agriculture sector worth Rp29.2 trillion.
Through the BNI Xpora ecosystem, the bank also facilitates global market penetration for local commodities. In the energy independence line, BNI led a syndicated credit facility worth Rp1.84 trillion for the construction of the VinFast electric vehicle factory, while recording financing for hundreds of environmentally friendly vehicles through BNI Multifinance.
In supporting human resource development, BNI has taken a strategic role as a partner to ministries for managing transactions in the Free Nutritious Meals programme.
The company also realised the “People’s School” theme by providing scholarships and renovating hundreds of educational infrastructure facilities. In the health sector, focus is directed towards nutritional interventions to reduce stunting rates in East Nusa Tenggara, Banten, and West Java, as well as the provision of dozens of ambulances.
Regarding downstreaming and infrastructure, BNI’s industrial credit reached Rp108.8 trillion. The bank is also preparing to disburse 17,356 FLPP mortgage units in 2026.
To strengthen the people’s economy, BNI initiated the formation of the Red and White Village Cooperative and expanded banking service reach through agent outlets in the outermost, frontier, and underdeveloped areas to support poverty alleviation through social assistance distribution.
PT Bank Mandiri (Persero) Tbk
PT Bank Mandiri (Persero) Tbk is deploying its financing capacity massively to support national priority programmes. Credit disbursement to the agriculture sector reached Rp197.4 trillion, covering the entire supply chain from production to food processing.
This support is strengthened by the establishment of an Integrated Rice Processing Centre. In the energy and water independence sector, Bank Mandiri distributed renewable energy financing of Rp12.9 trillion, built dozens of electric vehicle charging stations, and initiated a clean water provision programme at 34 crucial points in Indonesia.
As a form of support for the education programme, the company targets facilitating the Free Nutritious Meals programme for around 80 million beneficiaries through digital solutions, plus special fund allocations for school facility revitalisation.
In the health pillar, Bank Mandiri actively funds free health checks, provides dozens of ambulances, and implements stunting prevention programmes in eastern Indonesia.
Support for downstreaming is evident from industrial manufacturing credit disbursement of Rp131.3 trillion focused on mineral processing. Bank Mandiri is also fully committed to the 3 Million Houses programme through subsidised mortgage disbursement.
Improvement of the people’s economy is driven through the digitalisation of 3.1 million business actors via Livin’ Merchant in rural areas, while poverty alleviation instruments are optimised through People’s Business Credit disbursement worth Rp41 trillion.

PT Bank Rakyat Indonesia (Persero) Tbk (BRI) focuses its resources on strengthening the microeconomy that directly impacts national resilience.
In the food pillar, agricultural financing absorption became the largest contributor with a value of Rp80.09 trillion or equivalent to 44.97% of total KUR. The company also issued hundreds of thousands of Kusuka Cards for the maritime ecosystem and facilitated the redemption of millions of tonnes of subsidised fertiliser.
