Health Minister Reveals Anomaly: Wealthy Individuals Still Enrolled as BPJS Health PBI Beneficiaries
JAKARTA - Health Minister Budi Gunadi Sadikin stated that there is an anomaly concerning the data of Penerima Bantuan Iuran (PBI) participants in the Jaminan Kesehatan (BPJS Kesehatan) programme. Based on data consolidation results, there are 47,210 inaccurately targeted entries, including wealthy individuals still registered as PBI participants. “We found an anomaly where the funds we pay are not entirely going to the poorest 50 per cent. Even some of the richest 10 per cent are receiving payments after we consolidated the data at BPS,” Budi said during a meeting in the Commission IX room at the parliamentary complex in Jakarta on Wednesday (15/4/2026). “If I may joke a little, Mr Kunta, my Secretary General, was once in that category,” he added. According to Ministry of Health data, there are still around 47,000 BPJS Kesehatan PBI entries that are not on target. Meanwhile, from the data on Non-Wage Workers (PBPU) managed by Regional Governments (Pemda), there are 35 million inaccurately targeted and 20 million accurately targeted. Additionally, there are 11 million PBPU-BP Class 3 data that are not on target. “We identified 35 million that are less accurately targeted based on BPS data. Then, for PBPU BP Class 3, there are also 11 million that are less accurate,” Budi explained. He assured that the government will integrate data to redistribute PBI to those who are entitled to it. “So there are some of our friends in Decile 5 who haven’t been able to enter PBI yet. It’s better if we reduce those in Decile 10, the richest 10 per cent, remove them, and redirect their quota to Decile 5,” Budi stated. “Because we still see a fairly large number, tens of millions out of the 159 million data, that are not yet on target,” he added.
