Head of PRR Task Force Urges Disaster-Affected Regions in Sumatra to Establish Task Forces
The Post-Disaster Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRR) for Sumatra is urging provincial governments affected by hydrometeorological disasters to establish their own task forces. The aim is to strengthen coordination in implementing recovery programmes. This step is deemed essential to ensure that the management of rehabilitation and reconstruction activities, including budget allocation, proceeds in a more directed and effective manner in each affected region. The Chairman of the Satgas PRR for Post-Disaster Sumatra, Tito Karnavian, stated that forming task forces at the provincial level will be key to ensuring synchronisation between the central and local governments. “In the regions, something like a task force must be created, ideally a provincial task force. So that the arrangement of activities and budget management can be coordinated by the Governor,” Tito said during the Development Planning Consultation for the North Sumatra Regional Government Work Plan (Musrenbang RKPD Sumut) 2027 in Medan, quoted on Sunday, 3 May 2026. Tito cited the example in Aceh Province, where the structure is already operational with the governor serving as the task force head and the deputy governor handling daily operations. “In Aceh, the task force head is the governor, but the daily executor is the deputy governor. Here in North Sumatra, a provincial task force could be proposed. I will also convey this to West Sumatra,” Tito added. According to Tito, strengthening this institutional framework is necessary given the complexity of the recovery programmes, which involve not only the central government but also provincial and district/city governments. As part of these recovery efforts, the Satgas PRR has compiled the Master Plan (Renduk) for PRRP Sumatra, which will serve as the reference for rehabilitation and reconstruction implementation over the next three years, from 2026 to 2028. The Renduk, prepared by the Ministry of National Development Planning / National Development Planning Agency (PPN/Bappenas), contains 12,047 cross-sectoral activities formulated through alignment between the needs of affected regions and the action plans of ministries/institutions, based on the principle of building back better, safer, and more sustainable. “This is it. Now we have passed the emergency phase. Now it’s the transition period, after which we enter the recovery, reconstruction, and rehabilitation phase for permanence. The Renduk has been prepared by Bappenas,” Tito said. All programmes in the Renduk are projected to utilise a budget of Rp100.2 trillion. Of this total budget, approximately Rp61.9 trillion falls under the authority of the central government, while Rp38.3 trillion is under the authority of local governments.
