        "content": "<p>The Post-Disaster Rehabilitation and Reconstruction Acceleration Task\nForce (Satgas PRR) for Sumatra is urging provincial governments affected\nby hydrometeorological disasters to establish their own task forces. The\naim is to strengthen coordination in implementing recovery programmes.\nThis step is deemed essential to ensure that the management of\nrehabilitation and reconstruction activities, including budget\nallocation, proceeds in a more directed and effective manner in each\naffected region. The Chairman of the Satgas PRR for Post-Disaster\nSumatra, Tito Karnavian, stated that forming task forces at the\nprovincial level will be key to ensuring synchronisation between the\ncentral and local governments. \u201cIn the regions, something like a task\nforce must be created, ideally a provincial task force. So that the\narrangement of activities and budget management can be coordinated by\nthe Governor,\u201d Tito said during the Development Planning Consultation\nfor the North Sumatra Regional Government Work Plan (Musrenbang RKPD\nSumut) 2027 in Medan, quoted on Sunday, 3 May 2026. Tito cited the\nexample in Aceh Province, where the structure is already operational\nwith the governor serving as the task force head and the deputy governor\nhandling daily operations. \u201cIn Aceh, the task force head is the\ngovernor, but the daily executor is the deputy governor. Here in North\nSumatra, a provincial task force could be proposed. I will also convey\nthis to West Sumatra,\u201d Tito added. According to Tito, strengthening this\ninstitutional framework is necessary given the complexity of the\nrecovery programmes, which involve not only the central government but\nalso provincial and district\/city governments. As part of these recovery\nefforts, the Satgas PRR has compiled the Master Plan (Renduk) for PRRP\nSumatra, which will serve as the reference for rehabilitation and\nreconstruction implementation over the next three years, from 2026 to\n2028. The Renduk, prepared by the Ministry of National Development\nPlanning \/ National Development Planning Agency (PPN\/Bappenas), contains\n12,047 cross-sectoral activities formulated through alignment between\nthe needs of affected regions and the action plans of\nministries\/institutions, based on the principle of building back better,\nsafer, and more sustainable. \u201cThis is it. Now we have passed the\nemergency phase. Now it\u2019s the transition period, after which we enter\nthe recovery, reconstruction, and rehabilitation phase for permanence.\nThe Renduk has been prepared by Bappenas,\u201d Tito said. All programmes in\nthe Renduk are projected to utilise a budget of Rp100.2 trillion.
