According to the Kemensos website, PKH is given to families in deciles 1 to 4 based on DTSEN (Data Tunggal Sosial dan Ekonomi Nasional), which are groups of people with the lowest welfare levels in Indonesia.
In DTSEN, society is divided into several groups based on economic levels. Referring to the Pocket Book 0% Extreme Poverty by the Presidential Staff Office, the decile divisions are as follows:
Decile 1: Extreme Poor
Decile 2: Poor
Decile 3: Vulnerable to Poverty
Decile 4: Approaching Middle Class
Decile 5: Middle Class
Deciles 6-10: Upper Class
This means PKH specifically targets people at the bottom strata. The programme not only provides cash assistance but also encourages access to education, health, and social welfare services.
Although targeting poor families, not all families automatically become PKH recipients. There are specific criteria that must be met, particularly regarding family composition. In general, PKH recipients are families that have at least one of the following categories:
Pregnant/postpartum mothers
Schoolchildren, from primary to secondary school or equivalent
People with severe disabilities
Elderly

Has the May 2026 PKH Been Disbursed?
Minister of Social Affairs Saifullah Yusuf, familiarly known as Gus Ipul, stated that PKH disbursements for 2026 have begun since the third week of April.
“It will probably be after the 10th. So the third week, perhaps. We start in the third week of this April,” he said, quoted from detikNews (13/4/2026).
Based on that statement, the May 2026 PKH assistance has actually started to be disbursed, but the process is carried out in stages across various regions. As known, 2026 PKH social assistance disbursements are divided into several phases, and the April to June period falls under phase II. This means disbursements in May are still part of the ongoing distribution process.
Additionally, during the commemoration of International Labour Day 2026, President Prabowo Subianto reaffirmed the government’s commitment to providing social protection for low-income communities. He mentioned that the government has allocated a large budget for various social assistance programmes.
“Brothers and sisters, we are also providing very substantial social protection; this year we are giving assistance to low-income people amounting to 500 trillion,” said Prabowo, quoted from the official Kemensos Instagram @kemensosri (3/5/2026).
Through that Instagram post, Gus Ipul also emphasised that of the total social protection budget allocated by the government, around Rp 122 trillion is channelled through Kemensos, including for the PKH programme as one of the main aids.

PKH disbursements in 2026 are carried out gradually over 4 phases, namely:
Phase I (First Quarter): January to March 2026
Phase II (Second Quarter): April to June 2026
Phase III (Third Quarter): July to September 2026
Phase IV (Fourth Quarter): October to December 2026
