JAKARTA — The Chair of the Indonesian House of Representatives (DPR RI) Puan Maharani has stated that the Proposed Law Amending Law No. 34 of 2014 concerning the Management of Hajj Finance contains regulations on instalment payments.

The bill was designated as a DPR legislative initiative bill during a plenary session held on Thursday (12 March 2026) at the Parliament Complex.

“This is intended to enable prospective pilgrims to make instalments during the waiting period for their scheduled departure, thereby hopefully alleviating the financial burden on pilgrims when making their final settlement payment,” Puan said.

Puan further stated that the Hajj Finance Management Bill will also regulate capital reserves sourced from operational surplus of hajj pilgrimage implementation.

According to Puan, capital reserves are required by BPKH as a safeguard or buffer against investment risks.

“This norm is formulated to support BPKH’s investment portfolio, which extends beyond deposits to direct investment,” Puan added.

Consequently, the longer a pilgrim waits, the greater the benefit value they will receive. “Including if there is an accumulation of instalments, the pilgrim will also receive a larger benefit value in their virtual account,” she explained.

Through this bill, Puan noted that BPKH can establish its own enterprises or subsidiaries to expand its investment portfolio and undertake direct investments. “Both domestically and in Saudi Arabia, particularly in the hajj and umrah ecosystem,” she said.

Additionally, BPKH will be involved in discussing Hajj Implementation Costs (BPIH). “This is important to include in the amending bill so that the BPIH determined annually also considers the sustainability of hajj funds managed by BPKH,” she clarified.

Furthermore, Puan stressed that the DPR will write to President Prabowo Subianto requesting the submission of the draft and academic text of the Hajj Finance bill. “We hope the President will soon designate a Minister to represent the government in the discussion phase in the next parliamentary session,” Puan concluded.
