Habiburokhman Asks the Attorney General's Office to Reprimand the Prosecutor in the Sea Dragon Terawa Case After Accusations of DPR Interference
Habiburokhman, Chairman of Commission III of the DPR RI, has requested that the Deputy Attorney General for Supervision reprimand prosecutor Muhammad Arfian in the Sea Dragon Terawa case. He stated that prosecutor Muhammad Arfian accused the DPR and the public of interfering in the case, where all defendants face the death penalty.
This was conveyed by Habiburokhman during a meeting to discuss the Fandi Ramadhan case at the Parliament Complex, Senayan, Central Jakarta, on Thursday, February 26, 2026.
“We request that the Deputy Attorney General for Supervision reprimand the prosecutor, Muhammad Arfian, at the Batam District Court yesterday, who implicitly but clearly stated that the public and the DPR RI were interfering in the case regarding the death penalty sought for Fandi Ramadhan,” said Habiburokhman.
He explained that the DPR did not interfere in the Sea Dragon Terawa case. Habiburokhman explained that the DPR was only carrying out its supervisory duties over the performance of its partner institutions, one of which is the judiciary.
“It should be emphasized that it is not only the DPR, as the legislative body and supervisor of law enforcement, that can express its opinion to the court,” he said.
Previously, it was reported that the prosecutor of the Batam District Attorney’s Office, Riau Islands, stated that they would still seek the death penalty for six crew members of the Sea Dragon Terawa who were carrying nearly 2 tons of methamphetamine. This demand for the death penalty was made despite criticism from the Chairman of Commission III of the DPR RI, Habiburokhman.
This statement was made by the prosecutor during the hearing on the prosecutor’s response to the defendant’s plea (replik) at the Batam District Court on Wednesday, February 25, 2026.
“In principle, we as prosecutors remain with the criminal charges that have been read on Thursday, February 5, 2026,” said prosecutor Muhammad Arfian during the trial.
The six defendants are two Thai citizens, Teerapong Lekpradube and Weerepat Phongwan, and four Indonesian citizens, namely Fandi Ramadhan, Richard Halomoan, Leo Candra Samosir, and Hasiholan Samosir. They are all facing the death penalty by the prosecutor of the Batam District Attorney’s Office.
In his replik, the prosecutor stated that they had done their best to prove that the defendants, including Fandi Ramadhan, had been proven guilty of narcotics offenses.
