Surabaya, East Java - Governor of East Java Khofifah Indar Parawansa signed a cooperation agreement (PKS) on waste-to-electricity processing (PSEL) with seven regents and mayors in Surabaya Raya and Malang Raya.

“This cooperation is not merely about waste management, but part of our broader solution to introduce new renewable energy from the waste sector. This is a transformation from problem to potential, which is expected to bring a clean, healthy, and sustainable environment in East Java,” Khofifah stated in Surabaya, East Java, on Sunday.

The signing took place at the Negara Grahadi Building in Surabaya on Saturday (28/3/2026) evening, witnessed by Environment Minister (LH) Hanif Faisol Nurofiq.

Khofifah explained that cross-regional collaboration is key to implementing PSEL in accordance with Presidential Regulation No. 105 of 2025, which requires at least 1,000 tons of waste per day as operational feedstock.

For the Surabaya Raya area, the total waste supply reaches around 1,100 tons per day, comprising Surabaya City 600 tons, Gresik Regency 250 tons, Sidoarjo Regency 150 tons, and Lamongan Regency 100 tons per day.

The planned construction site is in Sumberejo Ward, Pakal Subdistrict, Surabaya City.

Meanwhile, in Malang Raya, the total supply reaches 1,138.9 tons per day, sourced from Malang Regency 600 tons, Malang City 500 tons, and Batu City 38.09 tons per day, with the construction site in Bunut Wetan Village, Pakis Subdistrict, Malang Regency.

Khofifah emphasised that the East Java Provincial Government will ensure the cooperation runs optimally through coordination, monitoring, evaluation, and facilitation of cross-regional issue resolution in an accountable and transparent manner.

Additionally, she stressed the importance of synergy and balance between outward and inward efforts in supporting the success of sustainable environmental development in East Java.

Meanwhile, Environment Minister Hanif Faisol Nurofiq noted that East Java’s waste management achievement is the highest nationally at 52.7%, surpassing the national average of 24.95%.

“East Java has recorded a waste management achievement of 52.7%. This is the highest in Indonesia compared to all provinces, even the national figure which is only 24.95%. This means what East Java has done exceeds the national achievement. This is an extraordinary accomplishment,” he said.

He also highlighted the better handling of open dumping practices in East Java compared to the national level, and encouraged other regions to use the province as a reference for waste management in Indonesia.
