Governor KDM Urges Full Audit, Not Just Sampling, of West Java Financial Reports
Bandung (ANTARA) - West Java Governor Dedi Mulyadi has requested that the Audit Board of Indonesia (BPK) cease using sampling methods in the future and instead conduct a comprehensive examination of all financial reports from Regional Apparatus Organisations (OPD). “This is so that the portrait of accountability in West Java can become more optimal and comprehensive,” said the man affectionately known as KDM in a statement in Bandung on Friday. Dedi stated that although the BPK audit resulted in the West Java Provincial Government successfully maintaining an Unqualified Opinion (WTP) for the 15th consecutive time, a full population examination by the institution is crucial to sift through administrative weaknesses that have not been reached, including the governance of School Operational Assistance (BOS) funds. “I hope the WTP given reflects the effective performance of the West Java Provincial Government in development. And I hope we are not just satisfied with the WTP, but also with public satisfaction and the quality of development felt by the community,” he said. This measure is urgent due to the obstruction of regional cash flow triggered by delays in the distribution of Revenue-Sharing Funds (DBH) from the central government throughout 2025. “The West Java Provincial Government has an obligation to pay National Economic Recovery (PEN) funds to the central government. But the central government also has an obligation to pay DBH that have not yet been disbursed to the regional government. Hopefully, a reconciliation can be carried out so that our debt also becomes receivables and the APBD records can be closed properly,” he said. According to KDM, the uncertainty of central transfers has resulted in payment delays to third parties or contractors in the region. In fact, in terms of realising locally generated revenue, West Java is considered to have relatively met its targets. Responding to these hopes and fiscal notes, BPK RI Member Bobby Adhityo Rizaldi fully supports the commitment of the West Java Provincial Government and Regional House of Representatives (DPRD) to oversee the completion of recommendations for administrative structuring, including the improvement of school administrative staff managing BOS funds. “I want to emphasise that the effective and efficient use of the APBD is very important because every Rupiah allocated reflects public work and the expectations of the community,” said Bobby.
