        "content": "<p>Bandung (ANTARA) - West Java Governor Dedi Mulyadi has requested that\nthe Audit Board of Indonesia (BPK) cease using sampling methods in the\nfuture and instead conduct a comprehensive examination of all financial\nreports from Regional Apparatus Organisations (OPD). \u201cThis is so that\nthe portrait of accountability in West Java can become more optimal and\ncomprehensive,\u201d said the man affectionately known as KDM in a statement\nin Bandung on Friday. Dedi stated that although the BPK audit resulted\nin the West Java Provincial Government successfully maintaining an\nUnqualified Opinion (WTP) for the 15th consecutive time, a full\npopulation examination by the institution is crucial to sift through\nadministrative weaknesses that have not been reached, including the\ngovernance of School Operational Assistance (BOS) funds. \u201cI hope the WTP\ngiven reflects the effective performance of the West Java Provincial\nGovernment in development. And I hope we are not just satisfied with the\nWTP, but also with public satisfaction and the quality of development\nfelt by the community,\u201d he said. This measure is urgent due to the\nobstruction of regional cash flow triggered by delays in the\ndistribution of Revenue-Sharing Funds (DBH) from the central government\nthroughout 2025. \u201cThe West Java Provincial Government has an obligation\nto pay National Economic Recovery (PEN) funds to the central government.\nBut the central government also has an obligation to pay DBH that have\nnot yet been disbursed to the regional government. Hopefully, a\nreconciliation can be carried out so that our debt also becomes\nreceivables and the APBD records can be closed properly,\u201d he said.\nAccording to KDM, the uncertainty of central transfers has resulted in\npayment delays to third parties or contractors in the region. In fact,\nin terms of realising locally generated revenue, West Java is considered\nto have relatively met its targets. Responding to these hopes and fiscal\nnotes, BPK RI Member Bobby Adhityo Rizaldi fully supports the commitment\nof the West Java Provincial Government and Regional House of\nRepresentatives (DPRD) to oversee the completion of recommendations for\nadministrative structuring, including the improvement of school\nadministrative staff managing BOS funds. \u201cI want to emphasise that the\neffective and efficient use of the APBD is very important because every\nRupiah allocated reflects public work and the expectations of the\ncommunity,\u201d said Bobby.<\/p>",
