This was stated by Tito following a meeting with the Indonesian House of Representatives (DPR RI) at the parliament complex in Senayan, Jakarta, on Monday (25 May 2026). Tito said the government has prepared a master plan to accelerate rehabilitation and reconstruction, to be implemented over three years from 2026 to 2028.

“We are now moving towards permanent recovery. The three phases are emergency response, transition, and then the rehabilitation and reconstruction phase, which is key to the Renduk (Master Plan),” Tito said.

“The Renduk, or master plan, is compiled from all regencies/cities, provinces, and ministries/agencies. After consolidation, Bappenas [National Development Planning Agency] and the task force will adjust it, and it will be completed within three years, from 2026 to 2028,” he added.

He mentioned there are 11,512 programmes and activities to be carried out in the rehabilitation and reconstruction process, including road and bridge construction, schools, and permanent housing for disaster-affected residents.

“The top priority in 2026 will be infrastructure, rivers, roads, schools, and other areas,” he said.

Tito further stated that the proposed budget totals Rp100.166 trillion, which has received approval from the DPR RI.

“The total budget we proposed has been thankfully approved at government level, and we reported it to the DPR RI task force led by Professor Sufmi Dasco Ahmad, who also endorsed it, amounting to Rp100.166 trillion over three years,” he added.

Breakdowns show a 2026 budget of Rp38.9 trillion, Rp32.9 trillion in 2027, and Rp28.2 trillion in 2028. Tito said the largest portion is allocated for infrastructure development.

“Indeed, infrastructure under the Ministry of Public Works accounts for approximately Rp69 trillion over three years, with Rp22 trillion this year,” he said.

“Additionally, the Ministry of Public Works and Housing has allocated Rp7.4 trillion over two years for permanent housing. We aim to complete permanent housing by 2027 at the latest to avoid prolonged stays in temporary shelters,” he added.
