Government Targets Groundbreaking for 5 Waste-to-Energy Projects in June 2026
The government is targeting the groundbreaking for five waste-to-energy (PSEL) projects in June 2026. These projects form part of the development of PSEL facilities in 30 locations or agglomerations covering 61 districts/cities. This was stated by the Head of the Presidential Staff Office (KSP), Muhammad Qodari, during a discussion at the Bina Graha building in Central Jakarta on Wednesday (22/4/2026). He said that the five initial-stage projects are located in Bekasi City, Yogyakarta, Greater Bogor, Greater Denpasar, and Greater Bandung. The target refers to Presidential Regulation (Perpres) No. 12 of 2025 on the National Medium-Term Development Plan (RPJMN), which aims for 100% waste management by 2029. Currently, national waste generation is recorded at 141,926 tonnes per day, while the capacity of final processing sites (TPA) is limited. “The government is promoting an agglomeration-based approach or functional regional unity that combines one area with its supporting regions to enhance waste management effectiveness,” said Qodari. “This includes the development of waste-to-energy (WtE) or PSEL technologies, which are targeted to reduce waste generation by around 33,000 tonnes per day, equivalent to 22.48% of the national total in 2029,” he continued. The PSEL programme is also designated as a National Strategic Project (PSN) with a focus on urban areas generating more than 1,000 tonnes of waste per day. These facilities utilise thermal technologies such as incineration to reduce waste volume while generating electricity. “The government is opening opportunities for all regions in Indonesia that meet the criteria, such as waste generation exceeding 1,000 tonnes per day, to build waste-to-energy processing facilities (PSEL). This is because previous regulations only focused on 12 priority cities,” said Qodari.
