Government Signs MoU to Strengthen National Data Ecosystem for Special Economic Zones and Industrial Estates

Jakarta — In an effort to strengthen a credible and integrated national data ecosystem, the Government has affirmed its commitment through the signing of a Memorandum of Understanding (MoU) between the National Council for Special Economic Zones (KEK), the Central Statistics Agency (BPS), and the Indonesian Industrial Estate Association (HKI). The collaboration focuses on the provision, utilisation, and development of statistical data and information relating to Special Economic Zones and Industrial Estates.

The MoU was signed by Acting Secretary General of the KEK National Council Rizal Edwin Manansang, Acting Principal Secretary of BPS Moh. Edy Mahmud, and HKI Chairman Ahmad Ma'ruf Maulana. The ceremony was witnessed by several cabinet ministers, including Coordinating Minister for Economic Affairs Airlangga Hartarto, Minister of Investment and Downstreaming/Head of BKPM Rosan Perkasa Roeslani, Minister of National Development Planning/Head of Bappenas Rachmat Pambudy, and Head of BPS Amalia Adininggar Widyasanti.

"Inter-institutional collaboration in building a modern and credible data system is a vital foundation for more precisely targeted development policies," said Coordinating Minister Airlangga in his remarks at the event held in Jakarta on Monday (21 July).

The performance of Special Economic Zones through the end of 2024 showed positive results. Cumulative realised investment reached Rp263.4 trillion, with employment absorption of 160,874 workers and export values of Rp61.71 trillion. Currently, 403 companies are operating within KEKs across various strategic sectors including manufacturing, tourism, health, and digital.

Entering the first quarter of 2025, KEKs recorded investment of Rp17.5 trillion — a figure surpassing the achievement in the same period of the previous year. All investment data is integrated through the Investment Activity Report (LKPM) under the coordination of the Ministry of Investment/BKPM, whilst export data is recorded through the PPKEK system managed by the Directorate General of Customs and Excise (DJBC) and the National Single Window (LNSW) of the Ministry of Finance.

The inter-institutional collaboration is expected to strengthen the national statistical database, enhance transparency and accountability, and support evidence-based policy formulation, particularly in the development of KEKs and industrial estates throughout Indonesia.

Also present at the event were several senior state officials, including Deputy Minister of Defence Doni Ermawan, Deputy Ministers of Finance Anggito Abimanyu and Thomas Djiwandono, Deputy Minister of Industry Faisol Riza, and Deputy Minister of Trade Dyah Roro Esti Widya Putri, as well as representatives from related ministries and institutions.
