Government Signs Joint Ministerial Decree Regulating AI Use in Schools and Universities

The Indonesian Government has issued a Joint Ministerial Decree (SKB) from seven ministers that will regulate the use of artificial intelligence (AI) in schools.

The decision is formalised through the Seven-Minister Joint Decree on Guidelines for the Utilisation and Learning of Digital Technology and Artificial Intelligence in formal, non-formal, and informal education pathways.

According to the official website of the Ministry of Education, Culture, Research, and Technology (Kemendiktisaintek), the seven institutions signing the SKB are the Coordinating Ministry for Human Development and Culture (Kemenko PMK), the Ministry of Home Affairs (Kemendagri), the Ministry of Religious Affairs (Kemenag), the Ministry of Primary and Secondary Education (Kemendikdasmen), the Ministry of Education, Culture, Research, and Technology (Kemendiktisaintek), the Ministry of Communication and Digital (Komdigi), the Ministry of Population and Family Development/BKKBN, and the Ministry of Women’s Empowerment and Child Protection (Kemen-PPA).

Coordinating Minister for Human Development and Culture Pratikno explained that the SKB was developed to ensure that digital technology and AI usage minimises risks to student development in schools. Nevertheless, the regulations still consider student readiness at each education level.

“The higher the education level, the greater the scope for technology utilisation that can be applied more broadly and flexibly in supporting learning processes,” said Pratikno.

Meanwhile, Minister of Education, Culture, Research, and Technology Brian Yuliarto hopes the SKB will strengthen higher education transformation in response to rapid digital technology development. According to him, universities must utilise digital technology and artificial intelligence responsibly.

“This step also aligns with the direction of the ‘Impactful Education’ policy, which emphasises the importance of higher education, science, and technology making tangible contributions to society through strengthening research, innovation, and improvement,” he said.
