Government Records Surge in MSME Licensing Achievements in First Half of 2025

Jakarta (ANTARA) - The government has recorded a surge in MSME licensing achievements up to the first semester of 2025, encompassing business identification numbers (NIB), halal certification, SNI Bina-UMK certification, distribution permit numbers, home industry food production certificates (PIRT), food processing premises, individual limited company (PT Perseorangan) registrations, and People's Business Credit (KUR).

MSME Minister Maman Abdurrahman stated at a press conference in Jakarta on Friday that these achievements were the result of collaboration among various parties, whilst also serving as evidence of the ease of regulation and licensing for businesses.

"The objective is simply to provide ease of service regarding various licences and certifications for MSMEs in order to give the greatest possible room for our MSMEs to grow," he said.

In quantitative terms, the realisation of national KUR disbursement up to 2 July 2025 reached Rp132.7 trillion or 44.2 per cent of the target, with programme beneficiaries reaching 2.29 million people or 65.5 per cent of the target comprising 1.05 million new debtors and 1.08 million graduating debtors.

KUR disbursement to the productive sector currently stands at 59.9 per cent or Rp79.6 trillion. "In qualitative terms, KUR disbursement in 2025 to the productive sector will meet the target," he said.

Meanwhile, the registration of individual limited companies in the first semester of 2025 totalled 36,574 companies, with cumulative registrations since 2020 reaching 267,422 individual companies.

MSME trademark registrations in the first semester of 2025 reached 7,692 trademarks, with cumulative registrations since 1980 totalling 154,371 MSME trademarks.

The number of registered food processing premises (TPP) in the first semester of 2025 stood at 274,923, of which 189,978 held food hygiene and sanitation labels.

PIRT certificate issuance in the first semester of 2025 reached 104,860 certificates. Cumulatively since 2021, PIRT certificates have been granted to 203,442 micro and small entrepreneurs covering 525,947 certified products.

Distribution permit number (NIE) issuance in the first semester of 2025 reached 24,837, with cumulative registrations since 2016 totalling 12,338 registered MSME entrepreneurs holding distribution permits and 194,806 products with active distribution permit numbers.

SNI Bina-UMK certificate issuance in the second quarter of 2025, Maman continued, was granted to 194,401 micro and small entrepreneurs, an increase of 105 per cent from the first quarter of 2025. The number of products receiving the SNI Bina-UMK mark up to the second quarter of 2025 totalled 229,930 products.

"With these achievements, the cumulative issuance of SNI Bina-UMK certificates has reached 1,028,567 micro and small entrepreneurs covering 1,205,533 products that have obtained SNI Bina-UMK certification," he said.

Halal certification issued in the second quarter reached 654,518 certificates. With this achievement, cumulative halal certificate issuance since 2019 has reached 2,348,061 certificates covering 6,563,083 products.

Of this cumulative total, 97.2 per cent of halal certificates were issued through the self-declare scheme, whilst 2.8 per cent were through the regular scheme.

By business scale, the majority of halal certifications issued in the second quarter of 2025 were granted to micro enterprises, namely 607,326 halal certifications or 92.79 per cent of the total. Small enterprises accounted for 24,013 certifications or 3.67 per cent, medium enterprises 11,125 certifications or 1.70 per cent, and large enterprises 12,054 certifications or 1.84 per cent.

Meanwhile, Deputy for Investment Climate Development at the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM) Riyatno reported that, based on data from the Online Single Submission (OSS) licensing system, 1,445,205 NIBs were issued in the second quarter. This represented a 95.4 per cent increase from the first quarter figure of 739,843 NIBs. The second quarter achievement was equivalent to 83.72 per cent of the 2025 annual NIB issuance target of 2.5 million.

With the second quarter 2025 achievement, cumulative NIB issuance from 2021 to date has reached 12.98 million, or 83.72 per cent of the 2025-2029 National Medium-Term Development Plan (RPJMN) target.
