Government Has One Year to Draft Implementing Regulations for the Domestic Workers Protection Law
The government is said to have a maximum of one year to complete the technical implementing regulations for the Domestic Workers Protection Law (UU PPRT), which was officially enacted on Tuesday (21/4). “The implementing regulation must be completed at the latest in one year,” said Bob Hasan, Chairman of the DPR’s Legislation Body, when contacted on Wednesday (22/4). Nevertheless, the UU PPRT remains applicable even if the implementing regulations have not yet been finalised by the government. This is because, according to Bob, the implementing regulations only apply to certain technical provisions. For example, regarding employment social security, supervision, and dispute resolution processes. “The Government Regulation only relates to articles that require technical details, while the UU PPRT is already in effect and binding since the plenary session and recorded in the state gazette,” said Bob. The ratification meeting for the UU PPRT was held during the 17th Plenary Session closing the IV Session Period of 2025-2026, coinciding with Kartini Day on Tuesday (21/4), attended by 314 out of 578 House members. The UU PPRT regulates the rights and obligations of domestic workers (PRT), which were previously unregulated. Several provisions are outlined in 12 chapters and 37 articles. “Alhamdulillah, after 22 years of struggle, today the UU PPRT has been enacted. This is a historic milestone for friends working in the domestic sector,” said DPR Speaker Puan Maharani, who led the plenary ratification meeting for the law.
