Jakarta (ANTARA) - The Government convened a meeting of the Steering Committee of the Post-Natural Disaster Rehabilitation and Reconstruction Task Force for Sumatra, which established the Master Plan (Renduk) for Accelerated Post-Disaster Rehabilitation and Reconstruction (PRRP) as a strategic document that will serve as the basis for budget allocation.

The Coordinating Minister for Human Development and Culture (Menko PMK), Pratikno, emphasised that the adoption of Master Plan Version I is urgent given the need to accelerate rehabilitation and reconstruction efforts in the field.

“Recognising the urgency of the Master Plan, we understand that this document still contains many observations and needs to be updated with new data and joint verification. However, for the purposes of budget allocation, we propose to the Steering Committee that we approve Master Plan version 1,” Pratikno said in Jakarta on Friday.

The document adopted represents Master Plan version 1, compiled on the basis of proposals from ministries and agencies, as well as regional governments, until 9 February 2026.

For refinement, ministries, agencies, and regional governments are still given time until the end of March 2026 to submit additional proposals, before being adopted as the final Master Plan in April 2026.

He requested all ministries, agencies, and regional governments to immediately implement Master Plan Version I so that budget allocation can be carried out promptly.

“It is not just a matter of data, but also methodology to ensure a common language among ministries, agencies, and regional governments. We are all committed to implementing the President’s directive to complete rehabilitation and reconstruction as quickly as possible,” he said.

In the meeting, it was agreed that the Master Plan for PRRP Sumatra version 1, with a budget requirement of 56.3 trillion rupiah, could serve as a reference for ministries and agencies to propose an Additional Expenditure Budget (ABT) to the Ministry of Finance as an initial stage of implementing rehabilitation and reconstruction in Fiscal Year 2026.

Additionally, it was also agreed that the implementation of rehabilitation and reconstruction is targeted to be completed within a three-year timeframe.

The utilisation of the Disaster Risk Zone Mapping (ZRB) by ministries, agencies, and regional governments is also an important consideration to ensure that reconstruction is carried out whilst avoiding disaster-prone zones.

In the future, the final Master Plan for PRRP Sumatra, to be adopted in April 2026, is proposed to have the legal force of a Presidential Regulation to strengthen the certainty of implementation and cross-sector coordination.

The Coordinating Minister also requested all ministries, agencies, and regional governments to immediately implement the agreement and submit additional proposals in writing to the Ministry of National Development Planning/Bappenas for integration into the final document.

Through the establishment of Master Plan Version I, the government has affirmed that the acceleration of post-disaster recovery is not only about reconstructing infrastructure and basic services, but also about ensuring that affected areas recover stronger and more resilient in the future.
