        "content": "<p>Jakarta (ANTARA) - The Government convened a meeting of the Steering\nCommittee of the Post-Natural Disaster Rehabilitation and Reconstruction\nTask Force for Sumatra, which established the Master Plan (Renduk) for\nAccelerated Post-Disaster Rehabilitation and Reconstruction (PRRP) as a\nstrategic document that will serve as the basis for budget\nallocation.<\/p>\n<p>The Coordinating Minister for Human Development and Culture (Menko\nPMK), Pratikno, emphasised that the adoption of Master Plan Version I is\nurgent given the need to accelerate rehabilitation and reconstruction\nefforts in the field.<\/p>\n<p>\u201cRecognising the urgency of the Master Plan, we understand that this\ndocument still contains many observations and needs to be updated with\nnew data and joint verification. However, for the purposes of budget\nallocation, we propose to the Steering Committee that we approve Master\nPlan version 1,\u201d Pratikno said in Jakarta on Friday.<\/p>\n<p>The document adopted represents Master Plan version 1, compiled on\nthe basis of proposals from ministries and agencies, as well as regional\ngovernments, until 9 February 2026.<\/p>\n<p>For refinement, ministries, agencies, and regional governments are\nstill given time until the end of March 2026 to submit additional\nproposals, before being adopted as the final Master Plan in April\n2026.<\/p>\n<p>He requested all ministries, agencies, and regional governments to\nimmediately implement Master Plan Version I so that budget allocation\ncan be carried out promptly.<\/p>\n<p>\u201cIt is not just a matter of data, but also methodology to ensure a\ncommon language among ministries, agencies, and regional governments. We\nare all committed to implementing the President\u2019s directive to complete\nrehabilitation and reconstruction as quickly as possible,\u201d he said.<\/p>\n<p>In the meeting, it was agreed that the Master Plan for PRRP Sumatra\nversion 1, with a budget requirement of 56.3 trillion rupiah, could\nserve as a reference for ministries and agencies to propose an\nAdditional Expenditure Budget (ABT) to the Ministry of Finance as an\ninitial stage of implementing rehabilitation and reconstruction in\nFiscal Year 2026.<\/p>\n<p>Additionally, it was also agreed that the implementation of\nrehabilitation and reconstruction is targeted to be completed within a\nthree-year timeframe.<\/p>\n<p>The utilisation of the Disaster Risk Zone Mapping (ZRB) by\nministries, agencies, and regional governments is also an important\nconsideration to ensure that reconstruction is carried out whilst\navoiding disaster-prone zones.<\/p>\n<p>In the future, the final Master Plan for PRRP Sumatra, to be adopted\nin April 2026, is proposed to have the legal force of a Presidential\nRegulation to strengthen the certainty of implementation and\ncross-sector coordination.<\/p>\n<p>The Coordinating Minister also requested all ministries, agencies,\nand regional governments to immediately implement the agreement and\nsubmit additional proposals in writing to the Ministry of National\nDevelopment Planning\/Bappenas for integration into the final\ndocument.<\/p>\n<p>Through the establishment of Master Plan Version I, the government\nhas affirmed that the acceleration of post-disaster recovery is not only\nabout reconstructing infrastructure and basic services, but also about\nensuring that affected areas recover stronger and more resilient in the\nfuture.<\/p>",
