Government Enacts PP 28/2025 to Simplify Risk-Based Business Licensing
The government has enacted Government Regulation (PP) Number 28 of 2025 to simplify risk-based business licensing. The regulation replaces PP 5/2021 in order to strengthen a licensing ecosystem that is faster, more transparent, and more certain for business operators.
"The issuance of PP Number 28 of 2025 demonstrates the Government's commitment to continuously building a business licensing ecosystem to support investment growth," said Coordinating Ministry for Economic Affairs Secretary Susiwijono Moegiarso on Monday (30/6) at Graha Sawala.
The regulation introduces three key breakthroughs: the implementation of Service Level Agreements (SLAs) to guarantee licensing processing times, the adoption of a fictive-positive policy that expedites processes when service deadlines are exceeded, and the simplification of micro and small enterprise (UMK) procedures through self-declaration on the OSS system.
The OSS (Online Single Submission) system has now been strengthened with three new subsystems, namely Basic Requirements, Business Facilities, and Partnerships, to support ease of doing business.
"Government Regulation Number 28 of 2025 serves as the single reference... no additional requirements or permits are permitted," Susiwijono stressed.
The socialisation forum was also attended by officials from various ministries and business operators who expressed appreciation for the government's steps to improve the licensing system to make it more conducive to business.
