Government Drafts Selection Scheme for Non-ASN Honorary Teachers
Director General of Teachers and Education Personnel at the Ministry of Basic and Secondary Education, Nunuk Suryani, stated that the government is drafting a selection scheme for appointing non-ASN teachers. The drafting is to ensure that honorary teachers are appointed as ASN through the civil servant (PNS) or government employee with work agreement (PPPK) route. “ASN, whether PNS or PPPK. It’s being drafted,” she said at Building D of the Kemendikdasmen Complex, Central Jakarta, on Monday, 11 May 2026. Previously, the Ministry of Basic and Secondary Education issued Circular Letter of the Minister of Basic and Secondary Education (SE Mendikdasmen) of the Republic of Indonesia Number 7 of 2026 on the Assignment of Non-ASN Teachers. After 31 December 2026, the existence of teachers with non-ASN status will be eliminated. This elimination is mandated by Law Number 20 of 2023 on ASN. Article 66 of the ASN Law requires that the entire process of organising non-ASN personnel be completed no later than December 2024. However, after that, there are still 237,196 non-ASN teachers actively teaching until 31 December 2026. According to Nunuk, each selection scheme has its considerations. The PNS selection scheme will consider age limits for participants. Meanwhile, the PPPK selection scheme considers the appointment of PPPK teachers in 2021. “PPPK from 2021 and that was affirmative for all. Those over 35 have already been accommodated,” she said. She stated that the determination of the scheme will be carried out by the Ministry of Administrative and Bureaucratic Reform (Kemenpan RB). Nevertheless, she hopes that honorary teachers can be appointed as ASN. Previously, the limitation on work contracts for honorary teachers in public schools, as stated in the Mendikdasmen Circular, was issued on 23 March 2026. The letter states that the tenure of honorary teachers in public schools ends on 31 December 2026. According to the explanation in the circular letter, there are a total of 237,196 non-ASN teachers still actively teaching in various regions. These hundreds of thousands of teachers are honorary personnel recorded in the basic education data as of 31 December 2024, but did not pass the PPPK selection. Nevertheless, Nunuk Suryani emphasised that the SE is intended to prevent the dismissal of honorary personnel due to the provisions in the ASN Law. She said the circular is meant to provide local governments with a reference to continue employing and paying honorary teachers at least throughout this year. “This information provides affirmation, even though the ASN Law prohibits any designation other than ASN, through the SE, Kemendikdasmen provides a policy basis for local governments to still employ non-ASN teachers,” Nunuk said when contacted on Thursday, 7 April 2026.
