Government Constructs 13 Strategic National Downstreaming Projects Phase II
President Prabowo Subianto inaugurated the start of construction for 13 Strategic National Downstreaming Projects Phase II through a groundbreaking ceremony at Refinery Unit IV in Cilacap, Central Java, on Wednesday (29/4/2026). This programme is projected to serve as an engine for the economy by creating massive employment opportunities.
According to Investor Daily, the cumulative job absorption from the implementation of the first and second phases is targeted to reach at least 600,000 people. The projects cover sectors including energy, minerals, and agriculture, spread across 13 strategic locations in Indonesia.
The Minister of Downstreaming and Investment/Head of BKPM and CEO of Danantara, Rosan Perkasa Roeslani, provided a direct report on the economic potential of these projects. Rosan emphasised the focus on creating value addition domestically.
“If we look at the projects we are implementing, they will create approximately 600,000 jobs,” stated Rosan Perkasa Roeslani, Minister of Downstreaming and Investment/Head of BKPM.
The government is conducting cross-ministerial coordination to ensure that these new industries operate competitively. Physical infrastructure development is balanced with planning for socio-economic impacts on communities.
“We are always coordinating with Mr Bahlil as the Minister of Energy and Mineral Resources and also Head of the Task Force to review these downstreaming projects, which we will soon implement to create value addition, industry, and most importantly, job creation,” said Rosan Perkasa Roeslani, Minister of Downstreaming and Investment/Head of BKPM.
This second phase is a continuation of the first phase, which was previously launched on 6 February 2026 at 11 locations. Key projects include refinery facilities in Cilacap and Dumai, coal processing in Tanjung Enim, and copper downstreaming in Gresik.
Additionally, the government is expanding reach into the agriculture sector in eastern Indonesia, particularly in Central Maluku and Morowali. This step is taken to ensure equitable job opportunities across various regions.
“We will carry this out as the beginning of a great leap for Indonesia as a nation that is not only rich in natural resources but also sovereign in its processing, superior in its production, and prosperous in its outcomes,” emphasised Rosan Perkasa Roeslani, Minister of Downstreaming and Investment/Head of BKPM.
Synergy between the central government, regional authorities, and state-owned enterprises is seen as the key to the successful realisation of project timelines. Overall, the government targets the completion of up to 30 strategic projects divided into three construction phases.
“We believe that downstreaming will become one of the engines of Indonesia’s prosperity in the future,” concluded Rosan Perkasa Roeslani, Minister of Downstreaming and Investment/Head of BKPM.
