        "content": "<p>President Prabowo Subianto inaugurated the start of construction for\n13 Strategic National Downstreaming Projects Phase II through a\ngroundbreaking ceremony at Refinery Unit IV in Cilacap, Central Java, on\nWednesday (29\/4\/2026). This programme is projected to serve as an engine\nfor the economy by creating massive employment opportunities.<\/p>\n<p>According to Investor Daily, the cumulative job absorption from the\nimplementation of the first and second phases is targeted to reach at\nleast 600,000 people. The projects cover sectors including energy,\nminerals, and agriculture, spread across 13 strategic locations in\nIndonesia.<\/p>\n<p>The Minister of Downstreaming and Investment\/Head of BKPM and CEO of\nDanantara, Rosan Perkasa Roeslani, provided a direct report on the\neconomic potential of these projects. Rosan emphasised the focus on\ncreating value addition domestically.<\/p>\n<p>\u201cIf we look at the projects we are implementing, they will create\napproximately 600,000 jobs,\u201d stated Rosan Perkasa Roeslani, Minister of\nDownstreaming and Investment\/Head of BKPM.<\/p>\n<p>The government is conducting cross-ministerial coordination to ensure\nthat these new industries operate competitively. Physical infrastructure\ndevelopment is balanced with planning for socio-economic impacts on\ncommunities.<\/p>\n<p>\u201cWe are always coordinating with Mr Bahlil as the Minister of Energy\nand Mineral Resources and also Head of the Task Force to review these\ndownstreaming projects, which we will soon implement to create value\naddition, industry, and most importantly, job creation,\u201d said Rosan\nPerkasa Roeslani, Minister of Downstreaming and Investment\/Head of\nBKPM.<\/p>\n<p>This second phase is a continuation of the first phase, which was\npreviously launched on 6 February 2026 at 11 locations. Key projects\ninclude refinery facilities in Cilacap and Dumai, coal processing in\nTanjung Enim, and copper downstreaming in Gresik.<\/p>\n<p>Additionally, the government is expanding reach into the agriculture\nsector in eastern Indonesia, particularly in Central Maluku and\nMorowali. This step is taken to ensure equitable job opportunities\nacross various regions.<\/p>\n<p>\u201cWe will carry this out as the beginning of a great leap for\nIndonesia as a nation that is not only rich in natural resources but\nalso sovereign in its processing, superior in its production, and\nprosperous in its outcomes,\u201d emphasised Rosan Perkasa Roeslani, Minister\nof Downstreaming and Investment\/Head of BKPM.<\/p>\n<p>Synergy between the central government, regional authorities, and\nstate-owned enterprises is seen as the key to the successful realisation\nof project timelines.
