Government aims to eliminate Over Dimension Over Loading violations by 2027

The government is continuing to refine its steps towards implementing Zero Over Dimension Over Loading (ODOL) by 2027, through the improvement of freight vehicles from upstream to downstream.

Herib Prabowo, Head of the Motor Vehicle Testing Sub-directorate at the Ministry of Transportation, stated that the efforts to achieve Zero ODOL are being carried out by involving various stakeholders, ranging from ministries and agencies to associations and the transport companies themselves.

“So, from various agencies, I believe also from associations and transporters. We are currently communicating with everyone so that Zero ODOL can truly be successful by next year,” said Heri Prabowo in Jakarta on Thursday.

In addition, the cargo loading process is also being scrutinised to ensure that vehicles do not carry loads exceeding the established limits. This responsibility lies not only with the drivers but also involves transport companies and cargo owners.

“There are many things we must communicate, starting from the upstream side regarding the vehicles, then how the implementation is carried out in the field, supervision, and so on. There are many aspects we need to coordinate,” he added.

The government is also strengthening technology-based supervision and data integration to detect violations more effectively.

This measure is reinforced by the implementation of the Electronic Traffic Law Enforcement (ETLE) Hub system to support the monitoring and law enforcement of freight vehicles.

With this approach, the government aims to change the pattern of ODOL handling, which has traditionally relied heavily on roadside enforcement. The target is that issues regarding excess dimensions and loads can be prevented from the moment a vehicle is prepared, through the loading of goods, until they are distributed to their destination.
