Deputy Minister of Home Affairs Ribka Haluk has emphasised the central government’s commitment to accelerating improvements in the governance of healthcare services in Papua Province, particularly in several regional hospitals that are the focus of reforms. This statement was made following an online technical guidance session (bimtek) with directors of hospitals in Jayapura.

Ribka explained that the activity is a follow-up to previous working visits and coordination meetings conducted with various relevant parties.

“In connection with the follow-up to our working visit on 13 March 2026 and the meeting with the Director General of Advanced Health, Director of Regional Public Companies, and the Regional Leadership Coordination Forum of Papua Province and Jayapura Regency on 17 March 2026, we are committed and continue to strive to improve the governance of healthcare services in Papua Province,” said Ribka in a written statement on Friday (27/3/2026).

She explained that the meeting held at RSUD Yowari identified several main problems that need to be addressed immediately, including the status of land certificates, the presence of police security posts in the hospital area, and plans for improving management governance. She added that these matters will be prioritised for immediate resolution.

Furthermore, Ribka conveyed that the central government, through the Directorate General of Advanced Health of the Ministry of Health, has assigned RSUP Dr. Sardjito to provide governance mentoring to three hospitals in Papua Province.

“Based on the Decree of the Director General of Advanced Health, RSUP Dr. Sardjito Yogyakarta has been tasked with mentoring three hospitals in Papua Province, namely RSUD Dok II, RSUD Abepura, and RSUD Yowari,” she stated.

Ribka explained that each hospital is requested to send participants consisting of leadership elements and governance sections. RSUP Dr. Sardjito recommends that each hospital send at least nine participants, including the director, medical services division, nursing, support services, finance department along with staff, human resources along with staff, and the head of general affairs.

“So this [RSUP Dr. Sardjito] is a recommendation from the Ministry of Health. They will conduct the bimtek there, directly observing best practices there,” she said.

According to her, the current online bimtek would be more effective if followed by face-to-face meetings. Implementation offline for at least two days is considered more optimal in supporting hospital governance improvements.

Regarding activity support, Ribka stated that the Human Resources Development Agency (BPSDM) of the Ministry of Home Affairs will assist with accommodation and transportation facilities during the event in Yogyakarta, including providing lodging and transportation through the BPSDM Hall of the Ministry of Home Affairs in Yogyakarta.

“Thus, we will soon conduct the bimtek supported by the Ministry of Home Affairs and the Ministry of Health in accordance with the agreement,” she clarified.

She hopes that the mentoring activity can be carried out soon to accelerate improvements in the governance of healthcare services in Papua Province. Support also comes from RSUP Dr. Sardjito, which encourages the programme to be realised immediately.

“The Minister of Home Affairs and the Minister of Health are very supportive, and they are directly monitoring. Therefore, I will continue to guide this until these hospitals are truly operational, already using the Minimum Service Standards (SPM) for Health,” she concluded.
