Golkar Deputy Chairman Says Proposal for Tiered DPRD Threshold is an Effort to Find Common Ground
Deputy Chairman of the Golkar Party, Ahmad Doli Kurnia, stated that there are several considerations in determining the parliamentary threshold. In setting this threshold figure, two elements must be balanced. “The first is the element of representativeness, namely how our electoral system continues to ensure strong representation from the people. We must do our utmost to ensure that the people’s voices truly matter. We must strive to fulfil the OPOVOV principle (one person, one vote, one value),” Doli told reporters on Friday (24/4/2026). Another consideration, according to Doli, is the element of governability, namely how, after the election, all its products, namely the government, can run smoothly. Therefore, a multi-party but simple parliament is needed. “For that, the creation of political stability through the consolidation of relatively uncomplicated political forces is also necessary. Especially since our system of government is presidential, which must be supported by a simple multi-party parliamentary system,” said the member of Commission II of the DPR. Therefore, according to Doli, a parliamentary threshold is needed from the DPR level to the DPRD. This threshold, according to Doli, can be applied in a tiered manner. “In an effort to find the equilibrium point between these two elements, I believe that 4-6% is an ideal figure. With the condition that the PT is applied not only to the DPR RI, but also to provincial DPRDs and regency/city DPRDs in a tiered manner. For example, 5,4,3; 5% for the DPR RI, 4% for provincial DPRDs, and 3% for regency/city DPRDs,” he added. As is known, the Chairman of Commission II of the DPR from NasDem, Rifqinizamy Karsayuda, proposed a DPRD threshold at the provincial and regency or city levels. So far, DPRD seat calculations have been done without a threshold; parties whose national votes are below 4 percent can still obtain legislative seats in the regions. “The reason is that with the parliamentary threshold, there will be institutionalisation or institutional strengthening of political parties. The institutionalisation of political parties is reflected in the strength of the party’s structural roots and the significance of the party’s votes in the election,” Rifqinizamy said. “Therefore, the second point, we propose that the parliamentary threshold applies not only at the national level, but also at the provincial, regency, and city levels. There are several formulas that we can provide for this kind of parliamentary threshold,” he continued.
