Golden Frequency Auction Opened, Released Alongside 5G
The government, through the Ministry of Communication and Digital (Komdigi), is preparing a selection for the 700 MHz and 2.6 GHz radio frequency bands in 2026. This selection aims to provide additional radio frequency spectrum that can be optimised by mobile cellular network operators. With this additional spectrum, operators are expected to expand service coverage while increasing network capacity. In a written statement, Komdigi explained that the presence of the 700 MHz and 2.6 GHz radio frequency bands is an effort to accelerate the deployment of mobile cellular network infrastructure. Additionally, this step supports achieving the national average mobile broadband speed targets and service coverage improvements in line with the National Medium-Term Development Plan (RPJMN) 2025-2029 and the Komdigi Strategic Plan 2025-2029. Technically, both frequency bands have complementary functions for the national telecommunications industry. The 700 MHz band is a low-band spectrum known as the “digital dividend” because it originates from the migration of analogue television broadcasts to digital (Analogue Switch Off/ASO). This frequency offers wide signal coverage and the ability to penetrate physical obstacles such as buildings, making it effective for improving cellular signal quality, both outdoors and indoors. These characteristics make it the backbone for expanding mobile broadband services to wider areas. Meanwhile, the 2.6 GHz band is a mid-band spectrum ideal for supporting network capacity and large-scale data transmission speeds, including for 5G technology development. This frequency is focused on accommodating high data traffic density in urban areas while delivering a more stable high-speed mobile internet experience. Through the selection of both frequency bands, the government targets more equitable provision of mobile broadband internet services at least based on 4G technology, particularly in villages and urban neighbourhoods that still have limited telecommunications access. Additionally, operators are encouraged to enhance high-speed internet quality through strengthened 5G services in various regions. To support the selection implementation, the Minister of Communication and Digital has issued Ministerial Decree Number 175 of 2026 on the Selection of Users of the 700 MHz and 2.6 GHz Radio Frequency Bands for Mobile Cellular Network Services in 2026. The preparation and execution of the selection will be carried out by the Selection Team for Users of the 700 MHz and 2.6 GHz Radio Frequency Bands, formed through Ministerial Decree Number 176 of 2026. Komdigi emphasises that the selection process will be conducted prioritising principles of transparency, legal certainty, and accountability at every stage. To that end, Komdigi invites stakeholders, telecommunications industry players, and the public to support the optimisation of radio frequency spectrum utilisation as a limited natural resource, to provide maximum benefits for society and drive the growth of Indonesia’s digital economy.
