Public Works Minister Dody Hanggodo has addressed the progress of the Gilimanuk-Mengwi toll road project, a strategic initiative targeted to become operational by 2031. According to detikFinance, the government is currently designing a more attractive investment scheme to draw investor interest, including adjustments to the road sections. He explained that not all routes will be constructed as toll roads; only segments with high traffic potential and financial feasibility will be tolled, while the remainder will stay as national roads. “We’re working on Gilimanuk-Mengwi, and in the end, we’ve segmented it. As far as I recall, not the entire route will be a toll road, but only parts that are sufficiently large and appealing to investors will be tolled, while the rest will be made into national roads,” Dody stated at the Ministry of Public Works building in Jakarta on Friday (17/4/2026). According to Dody, this project execution model serves as a solution for sustainability. He emphasised that accelerating infrastructure development in Bali is a government priority, given its status as Indonesia’s primary tourism destination. “I have a duty to keep Bali as a top global tourism destination. That’s my task. So, that’s why I pushed for the Gilimanuk-Mengwi project to proceed. That’s why we combined approaches: instead of a full toll, it’s now partial toll and partial national road,” Dody explained. Previously, Deputy Minister of Public Works Diana Kusumastuti stated that the Gilimanuk-Mengwi toll road is estimated to require a budget of Rp12.7 trillion and will be executed under a government and business entity cooperation scheme (KPBU). Diana revealed that the project is designed to reduce travel time from Gilimanuk to Mengwi from around six hours to approximately three hours. However, it is still in the preparation stage for environmental impact analysis (AMDAL), traffic impact analysis, recommendations on spatial utilisation suitability, and land acquisition planning documents. “The required investment is Rp12.7 trillion, with construction costs of Rp8.52 trillion and supporting construction costs of Rp9 trillion,” Diana clarified during a hearing with Commission V of the Indonesian House of Representatives in Central Jakarta on Wednesday (8/4).
