Jakarta — PT Bank Tabungan Negara (BTN) is offering housing financing with tenors of up to 40 years to maintain affordable instalments as property prices continue to rise. The scheme is prepared to support the 3 million homes programme and the 2045 Swasembada Papan target.

BTN Chief Executive Nixon LP Napitupulu said long tenors are needed so that the public, especially low-income households, can still afford to buy homes. ‘One realistic solution offered is the provision of cheap financing with long tenors, starting from 20, 30, to 40 years,’ he said at the launch of the book Indonesia Menuju Swasembada Papan 2045 in Jakarta, on Thursday (21 May 2026).

According to Nixon, the main challenge facing the housing sector today is not only building homes but also ensuring instalments remain affordable for the people. ‘The challenge is how to formulate a financing instrument that fits so that house instalments do not bite into people’s pockets,’ he said.

The book launch was also attended by the Chair of the Housing Task Force Hashim Djojohadikusumo and the Deputy Minister of Housing and Settlements, who is also the author of the book, Fahri Hamzah. In that event, Fahri highlighted that the backlog in housing in Indonesia still totals around 10 million to 12 million units. In addition, around 20 million people still live in substandard housing.

Fahri regards the 3 million homes programme not merely as a property project but as part of a major economic and social transformation for society. ‘Swasembada papan is non‑negotiable if we want to build a strong social and economic foundation for the future,’ he said.

Meanwhile, Hashim said the government is preparing a major strategy so that the 3 million homes programme truly targets low-income households. ‘Our focus is clear, ensuring the programme reaches low-income households,’ Hashim said.

BTN believes that synergy between government, developers and financing institutions is key to achieving the provision of affordable housing for citizens by 2045.
