Jakarta - Denpasar Mayor I Gusti Ngurah Jaya Negara apologized for his statement regarding the deactivation of Health Insurance Premium Assistance Recipients (PBI JK). He admitted to misunderstanding President Prabowo Subianto’s instructions.

“On this occasion, I, as the Mayor of Denpasar, would like to apologize to the President and also to the Minister of Social Affairs for our statement,” Jaya Negara said.

The apology relates to the deactivation of PBI JK for 24,401 beneficiaries in Deciles 6-10 in Denpasar City, which he had previously attributed to an order from President Prabowo Subianto. Jaya Negara admitted his error and clarified that the regulation he was referring to in his earlier statement should have been Presidential Instruction (Inpres) No. 4 of 2025 on the National Social and Economic Unified Data (DTSEN).

Here is the full statement from Denpasar Mayor Jaya Negara:

“On this occasion, I, as the Mayor of Denpasar, would like to apologize to the President and also to the Minister of Social Affairs for our statement claiming that the President instructed the Minister of Social Affairs to deactivate PBI beneficiaries in Deciles 6-10, totaling 24,201 people in Denpasar City.

Honestly, that was never our intention at all. What we meant was that the President issued Instruction No. 4 of 2025 on DTSEN, which aims to improve data accuracy to be more targeted, effective, and efficient.

Based on this data, it is the Minister of Social Affairs’ Decree No. 4, Point C, which states that health insurance premium assistance recipients use Deciles 1-5.

For that reason, I received a report from our head of office that in Denpasar, there was a deactivation of PBI beneficiaries in Deciles 6-10 totaling 24,401 people.

We then held a meeting and invited BPJS Kesehatan Denpasar City. We wanted to adopt a policy to reactivate the deactivated data using Denpasar City’s regional budget (APBD), so that our residents would continue to receive BPJS Health services in Denpasar City.”
