French Foreign Minister Jean-Noël Barrot is scheduled to bring this safe passage initiative to the European Union negotiating table on Monday, 16 March. The primary focus of the meeting is to design a maritime escort or surveillance mechanism capable of providing security guarantees for commercial vessels.

“We are collaborating with several partners to ensure safe passage for tanker ships transiting the Strait of Hormuz,” said a French diplomat who requested anonymity.

The initiative emerged after US President Donald Trump specifically named France as one of the nations that should send warships to the Strait of Hormuz. Beyond France, Trump also pressured China, Japan, South Korea, and the United Kingdom to do the same.

However, Paris faces an internal dilemma. On Thursday, 12 March, French Defence Minister Catherine Vautrin stated that the government has no plans to send warships. The shift in diplomatic direction by Foreign Minister Barrot indicates that France is seeking a mission format more focused on securing trade routes rather than offensive military operations.

Tensions in the Middle East reached a critical point following massive US and Israeli airstrikes on Iranian territory on 28 February 2026. The strikes not only destroyed strategic infrastructure but also resulted in civilian casualties and the death of Iran’s highest-ranking leader.
