The congestion occurred as homebound vehicles attempted to exit Pejagan Toll towards southern Central Java routes, including Bumiayu, Purwokerto, and Yogyakarta.

In addition to the continuously increasing volume of homebound vehicles as the countdown to four days before this Tuesday progressed, the congestion was also driven by many homebound travellers running out of E-Toll balance during payment.

Beyond travel vehicles, many private vehicle users were also running out of E-Toll balance.

Yanto, 42, a homebound traveller and private vehicle driver from Jakarta heading to Bumiayu, Brebes, who had exhausted his E-Toll balance, acknowledged that he had actually topped up his E-Toll balance from Jakarta.

“But when I tried to make the payment, my E-Toll balance was insufficient, so I was forced to top up at the toll gate even though I had to get caught in a queue,” said Yanto.

A similar experience was shared by Ridho, 37, a homebound traveller from Jakarta heading to Purwokerto. “I had to queue first,” said Ridho.

Additionally, queues also occurred due to travellers’ lack of awareness, with many running out of E-Toll and then using other cards, causing the sensor at the booth to register an error.

Approaching four days before on Tuesday morning, the Pejagan Toll managers had opened three of five booths for vehicles exiting Pejagan Toll.

The increasing volume of homebound traffic flow and the continued shortage of E-Toll balance among homebound travellers became the cause of the snaking queues.
