JAKARTA, KOMPAS.com - Former protocol officer Syamazzka Zakirni revealed that ex-Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer, alias Noel, always reminded his subordinates never to engage in corruption.

Azka conveyed this when presented as a character witness in the continuation of the trial for the alleged corruption case involving extortion in the processing of K3 certificates.

“Have I ever ordered corruption?” Noel asked Azka during the trial at the Jakarta Corruption Court on Wednesday (29/4/2026).

“No, sir, you always forbade us from accepting such things,” Azka replied.

“Have I ever ordered colleagues at the Ministry of Manpower to extort?” Noel said.

Azka’s answer was the same; he was never instructed by Noel to extort any party.

In the trial, Azka was also questioned about Irvian Bobby Mahendro, the Coordinator for Institutional and Personnel Affairs of K3 at the Ministry of Manpower from 2022 to 2025.

Azka admitted he only learned of Bobby when this case emerged and never saw him visiting Noel’s office.

“I’ve never seen it, sir. In the guest list or in sir’s agenda, Bobby’s name was never there, as far as I remember,” Azka said.

However, in previous hearings, Bobby was said to have met Noel in his office.

At that time, Bobby asked for Noel’s help because there was a legal process being investigated by the prosecutor’s office.

In that meeting, Noel requested Rp 3 billion as a fee or reward.

Noel claimed he could handle the case so that it would not be pursued by law enforcement authorities (APH).
