Former Kemenkominfo Director General Semuel Abrijani Sentenced to Six Years' Imprisonment

JAKARTA — Semuel Abrijani Pangerapan, former Director General of Application of Information Technology at the Ministry of Communication and Informatics (Kemenkominfo), has been sentenced to six years’ imprisonment in a case involving alleged corruption in the Temporary National Data Centre (PDNS) project at the ministry during 2020–2024.

The verdict was read by Head Judge Lucy Ermawati, alongside judges Daru Swastika Rini, Juandra, Jaini Basir and Ida Ayu Mustikawati in an open court hearing on Tuesday, 10 March 2026.

“The defendant is hereby sentenced to six years’ imprisonment and a fine of 500 million rupiah, or alternatively 140 days’ imprisonment,” according to an official statement from Jakarta Central District Court on Tuesday.

The judges ordered Semuel to pay the outstanding replacement funds of 500 million rupiah. If not paid, his assets will be seized for the state. Should his assets prove insufficient, Semuel faces an additional six months’ imprisonment.

Bambang Dwi Anggono, Director of Government Information Technology Application Services at Kemenkominfo during 2019–2023, was sentenced to nine years’ imprisonment with a fine of 500 million rupiah, or alternatively 140 days’ imprisonment. Bambang was also ordered to pay replacement funds worth 1.5 billion rupiah, or alternatively one year’s imprisonment.

Nova Zanda, the Official Commitment Maker in the procurement of goods and services and PDNS management at Kemenkominfo during 2020–2024, was sentenced to five years’ imprisonment with a fine of 500 million rupiah, or alternatively 140 days’ imprisonment.

Pinie Panggar Agustie, Account Manager at PT Docotel Technology during 2017–2021, was sentenced to six years’ imprisonment with a fine of 500 million rupiah, or alternatively 140 days’ imprisonment, plus replacement funds of 1 billion rupiah, or alternatively six months’ imprisonment.

Alfie Asman, Director of Business at PT Aplika Lintasarta during 2014–2023, was sentenced to six years’ imprisonment with a fine of 500 million rupiah, or alternatively 140 days’ imprisonment.

All defendants are jointly believed to have committed offences that resulted in state financial losses of 140.8 billion rupiah.

According to the indictment, the corruption case began when Sofrecon, a French technology consulting firm, assessed the plan for building the National Data Centre (PDN) in 2018. Because PDN construction would require an extended timeframe, Sofrecon recommended four steps: clearing existing information technology space, utilising empty space in government data centres, leasing space in private data centres, and implementing a temporary solution.
