Foreign Medical Staffs Limited

TEMPO Interactive, Jakarta: The government is still limiting foreign capital at Indonesian hospitals and forbidding foreign medical staffs to work. According to Regulation No. 25/2007 about Capital Investment, foreign capital is allowed at 49 to 65 percent while foreign medical staffs cannot give direct service to patients, but consultation.

The Health Minister Siti Fadilah Supari said yesterday, that the sector should open the opportunity for foreigners as part of being a member of the World Trade Organization since November 2, 2004. But the government has been trying to limit it.

Fadilah expected the government to continue limiting participation as Indonesia is not yet ready. The global market will only be of benefit to strong countries and threaten countries with poor competitive power. However, she said the global market will open the opportunity for knowledge and technology transfers, also better health service.

She said the education system in Indonesia is not ready for globalization. Some medical faculties allocate 20 percent of their seats for foreign students. “It is not right to use public funds to educate foreigners,” she argued. Fadilah regretted the education system focusing only on preparing Indonesians as workers.

Fadilah suggested that the government organize the medical profession to be pro-public and protect the public from illegal medical practices.
