First Public Consultation on HAM Law Revision Held, Deputy Minister Says

JAKARTA — The Indonesian Ministry of Human Rights (KemenHAM RI) conducted the first public consultation on the revision of Law No. 39 of 1999 on Human Rights with civil society in Yogyakarta on Tuesday, 19 May 2026. Through the public consultation, the Ministry of Human Rights stressed that the process of revising the Human Rights Law should not be conducted in a closed or unilateral manner without listening to public aspirations. He said that the public are the ones who will directly feel the impact of the law. ‘Because it is the public who will ultimately benefit or be affected by the enactment of the human rights law,’ Mugiyanto said in a statement quoted on Wednesday, 20 May 2026. He added that the evolution of human rights issues and challenges, which are increasingly complex, requires regulatory adjustments to be more relevant to current conditions. Mugiyanto hopes the process of discussing the revision of the HAM Law can be carried out participatorily with the DPR later this year. The HAM Bill public test was attended directly by Deputy Minister of Human Rights Mugiyanto, Head of the KemenHAM Regional Office for Central Java Mustafa Beleng, Head of the Bureau of Human Resources, Law, Organisation, and Administration Edwin A. Purba, and the Ministry’s team of expert advisers. Next, the draft revision will be submitted to the Ministry of Law for pre-harmonisation and harmonisation processes before being submitted to the President to obtain a Presidential Letter of Approval (Surpres). After that, discussions with the DPR will be conducted through a public hearing that will also involve civil society participation.
