Finance Ministry and ESDM Discuss Additional Coal Export Royalties
JAKARTA, KOMPAS.com - The Ministry of Finance (Kemenkeu) together with the Ministry of Energy and Mineral Resources (ESDM) is discussing additional royalty levies or export fees (BE) from coal companies.
Director General of the Directorate General of Fiscal and Economic Strategy (DJSEF), Ministry of Finance, Febrio Kacaribu, said that prices of several commodities have risen due to the increase in crude oil prices caused by the war.
“We are discussing with the Ministry of ESDM; there are various minerals that we are looking at, which could take various forms—some as royalties, some as BK (export duties),” Febrio said when met at the Government Communication Agency office in Jakarta on Thursday (9/4/2026).
Febrio explained that several other commodities such as nickel, copper, and crude palm oil (CPO) are also predicted to rise due to the war.
The government hopes that the price increases in these export commodities can become a windfall for Indonesia.
According to Febrio, even without raising export duties or adding royalties, the rise in export commodity prices automatically increases state revenues.
“We will finalise it later; once it’s finalised, we will announce it,” Febrio stated.
The assumption of additional gains from several export commodities was also conveyed by Coordinating Minister for Economic Affairs Airlangga Hartarto.
In the Full Cabinet Plenary Session at the State Palace on Friday (13/3/2026), Airlangga informed Prabowo that the rise in global war prices could provide the government with windfall gains from Non-Tax State Revenues (PNBP).
He stated that this state revenue could compensate for the increase in oil prices purchased from abroad.
“So we can, in quotes, impose additional taxes like that,” Airlangga said.
