The Mayor of Cimahi, Ngatiyana, has emphasised that he will impose sanctions on civil servants (ASN) found at hangout spots, cafes, or other locations during their work from home (WFH) status, which is implemented every Friday. “Violations of attendance obligations will be subject to disciplinary sanctions in accordance with applicable regulations. The Cimahi City Government is implementing a strict monitoring system through digital attendance. ASN on WFH must check in from their registered domicile location in the system,” said Ngatiyana when contacted on Friday (3/4/2026). The Cimahi City Government has set a maximum proportion of 75% of employees to carry out WFH and 25% to continue working from the office (WFO) every Friday. This arrangement is adjusted by each regional apparatus according to service needs. Ngatiyana also emphasised that the WFH policy does not apply to echelon II officials such as the regional secretary, regional assistants up to department heads, as well as echelon III such as secretaries, section heads up to section heads. They are still required to be present at the office to ensure coordination functions and decision-making run optimally. “The same applies to district heads and village heads as the frontline of government services in the area,” said Ngatiyana. He also emphasised that for direct public service units such as the regional hospital (RSUD), community health centres, Civil Service Police Unit and Fire Department (Satpol PP and Damkar), Regional Disaster Management Agency (BPBD), Environmental Office (DLH) especially cleaning services, Population and Civil Registration Office (Disdukcapil), Investment and One-Stop Integrated Services Office (DPMPTSP) including the Public Service Mall (MPP), Regional Revenue Agency (Bappenda), Transportation Office, to education units, they continue to provide services directly. “Technical arrangements for WFH implementation in public service units are still possible on a limited basis, as long as they do not disrupt the quality and continuity of services to the public. Public services must remain optimal. WFH must not reduce service quality,” he stressed.
